Water resources is an indispensable material basis of humans and other livingthings. It is also an important part of the complicated ecological environment system.With the rapid development of society and the economy, the contradiction betweensupply and demand of water resources has become increasingly prominent.In order touse the groundwater legitimately,the evaluation of groundwater resources can find outthe status of groundwater resources. For groundwater resource evaluation,the mainmethods are water balance, hydrological analysis, the mining test method, analyticalmethod and numerical method.Groundwater balance analysis is one of the mainmethods for evaluation of groundwater resources. It aims to clarify the thegroundwater quantitative relationship between income and expenditure, and toprovide a basis for the rational use of groundwater. The method of groundwaterbalance is based on the conservation of mass. According to the hydrogeologicalconditions of the study area, determine the balance equation, and then calculate eachbalanced item.After collecting the output and input of the balanced area, test andverify the data and then determine whether the data is available.Finally, the results ofthe groundwater balance can be got.With the development of geographic information systems, it is more and morewidely used. Currently,the methods of GIS development are completely independentdevelopment, simple secondary development and integration of secondarydevelopment.In this paper, the integrated secondary development method is used. Thesystem is achieved by using the C#programming language based on Visual Studio2010. Secondary development of GIS not only can use the powerful spatial analysisand data processing capabilities, making the data visualization,but also can becustomized according to the needs of the industry.Based on the needs of groundwater balance,using the powerful spatial analysisand data processing functions of GIS, the groundwater balance system is designedby using ArcGIS Engine. Using this system, the data processing will be more accurateand scientific,and analysis process of groundwater balance will be more automatedand visualization. GIS runs from input the hydrogeological parameters to get thebalanced results.In addition to the number of the balanced results, analyze and presentthe hydrogeological conditions of the balance area.After the application of thissystem in Hohhot, the evaluation result is effective.The implementation of thegroundwater balance system is an attempt of the design and development of GIS inthe field of engineering and environmental. The advantages of GIS are automatedspatial analysis,accurate calculation and data visualization.It has provided a goodplatform for the research of groundwater balance in the future.
