Cultural diversity refers to diversified cultures created by people with differentvalues and formed in different nationalities and areas. Cultural diversity gives basicbottom color to culture and forms the original cultural heritage. Multiculture containsnot only unique thought and culture of different nationalities but also differentthinking models, value orientation and behavior patterns formed among the peoplewith different nationalities in the process of social development. Technology is thepublic presentation of human cultural force, the result of historical movement ofexternalization of human soul and deep essence and human’s pursuit of wealth andfreedom. Based on the analysis of historical context of culture, combined with socialcharacteristics of current technology development, the paper provided theoreticalbasis for research into technical rationalization.The paper was made up of four parts. The first part discussed the culture inancient human social development. Nature was a force alien to human and a force thatcould not be conquered and it was full of magical mysteries because technical levelwas backward at early times. Culture was regarded as the synthesis of the entirety.The research into the nature only provided a uniform framework. Scientific cultureand humanistic culture were integrated in the mother’s womb of philosophy. However,this phenomenon was replaced by diversified cultures the Renaissance.Various formsof art and culture such as architecture, painting and sculpture flourished. A prosperouspicture appeared. Renaissance culture greatly promoted the emergence of modernwest scientific culture by seeking precise reason and independent logic calculus. Thesecond part expounded the rise of modern scientific culture and technical rationality.In this part, the author discussed the scientific steering of western culture. Scientificculture was regarded as the model of human culture. The popularity of scientificculture accelerated the development of the instrumentalization of technology. The riseof technical rationality brought unprecedented impact and changes to people’ssurvival circumstances and survival foundation. The third part discussed humanisticculture appeal of technical rationality. In this part, the author elaborated the one-sideddevelopment of rationality of technical tools under the influence of scientific cultureand reflection on the crisis of western scientific culture caused by it. The authorrecalled the return of humanistic culture, which could make people becomewell-rounded and free people with subject values. The forth part reflected theintegration of rationalistic practice and human value of technical design in the example of the design of housing district.The author tried to show that the culture of science and technology existedbefore science and technology and that this culture determined the way of revealingreality and raising questions by technology. In the development of technology andculture of a society, technology and culture were closely connected with each other inthe transmission of knowledge in the practice. The products of technology containedthe cultural characteristics of a particular historical period and internalized themselvesas a part of spiritual civilization of human beings. Regarding technology and theproducts of materialization of technology as the main reference of recognizingcultural evolution and the progress of civilization was the basic character of technicalrationality in scientific studies. In return, modern culture was technological in basicprinciple. It used the scientific and technical model in the human’s understanding ofhuman itself and the relation between the world and otherness. Finally, the authortried to take residential culture as an example to fully reflect the integration oftechnology and culture with empirical analysis of design of residential district andreveal that the essence of the design of residential district was the process of theintegration of the three elements of human, environment and technology and that thedesign not only was technology integration but also contained cultural factors such asaesthetics and ethics.The research into technical rationality requires not only the rationality of scienceand technology but also the sensibility of humanistic culture. In the process ofpromoting the construction of harmonious society, we should reflect and implementall-round development of human beings and ultimate concern in design activities.
