Urban water is not only the quality of life of urban residents, but also greatly affect the normal development of the urban economy, for the entire urban of peace and stability has an important role. Water resources needs reasonable development and utilization, the city’s daily water consumption also needs to effectively use. Therefore, how the scientific scheduling of urban water supply is a significant and long-term urban planning project. In this paper, dispatching system for urban water supply is more reasonable to do the development to the use of GIS technology, which to study how to optimize the supply dispatching and to a greater extent electricity and water savings.Water demand forecasting is the precondition and foundation for optimal dispatching. In this paper, through the use of BP neural network modeling and parameter determination, using time-series model, the explanatory model and combined model prediction on the water were analyzed and compared. Finally, forecasting methods used to establish an effective combination of models, making the prediction accuracy rate higher. According to the previous water forecasting methods, in this paper, first, to predict the total water pipe network, and then made for the purpose of optimal dispatching of water pressure measurement points on the forecast, which the goal is to predict according to the amount of water pressure measurement points, measurement points in the water to be inadequate or excessive water in the case, reasonably available to the pumping station’s dispatching decisions to achieve optimal.In the GIS-based technology, the paper re-designs and improves dispatching system, and through VB and Maplnfo integrated development of urban water supply systems and dispatching optimization dispatching. In traditional dispatching system added water forecasts, online scheduling, dispatching and scheduling off-line decision-making module, making scheduling more automated.
