With the city’s rapid development, managers face unprecedented challenges.Urbanization is inevitable result of social development, is not reverse the trend. But thecontradiction among the urbanization, environment and resources is sharper and sharper.Problem of city management itself also gradually emerges. Therefore, managers need tomanage and plan cities more scientifically base on more scientific theoretical guidance. Alongwith the computer software and hardware and network technology development, theinformation management is the key to solve problem.This paper makes a study of design and research of urban3D GIS, taken by the theory topractice research ideas. Firstly, theory of3DGIS and the technology of3D modeling is beenresearched, then, a technical route how to realize the urban3D GIS is raised, and a set of theurban3D GIS based on skyline is developed.Paper is divided into five chapters. Chapter one is the introduction of researchbackground, research objects and research content, and the difficulties of the paper, focus andinnovations. Chapter two mainly introduced the research for3DGIS at home and abroad andskyline globe software. Chapter three is introduction of3D modeling technology, mainlyintroduces some commonly modeling technology, and process of modeling city. Chapter fouris the introduction of the overall design of the system, mainly introduce the system’s designgoal, design principle, development environment and functions of the system and the userinterface design. Chapter five is development and implementation of system, mainlyintroduced the system database design, attribute inquires, creates of underground pipelines,and the linkage of2D and3D. Chapter six analyzes and summarizes this paper, then show theshortage, propose the improvement for this paper.
