Research this know with Hsinchu district as research object, utilize system dynamic theory can go on regional resource consume, economic development, environmental pollutio systematic simulation dynamically. And while building the model of setting up, consider people's psychology to the influence of the economy, environment and resources in the area at first, set up one that is for policy policymaker to carry on the policy and predict and continue the systematic trends model forever, called the dynamic model of system of knowing area of Hsinchu (HsinChu Urban System Dynamic Model; HSUSDM).HSUSDM model combines the theory of the array of system studying dynamically, time, utilize Production Function that this research rewrites and extreme of resource as the tool judging sustainable development, consider the influence on the regional environment of people's impressions in the way, and list the progress of technology in the way while considering, imitate all kinds of policy associations at the end. Dynamic model of system of knowing area of Hsinchu (HsinChu Urban System Dynamic Model; HSUSDM) The characteristic is in order to set up relatedly in natural resources and economic development, and present to policy-makers by way of vision.Utilize the idea of K-Z Curve, a change by the environmental pressure, the change of the simulation human behavior, observes it as residents when the pressure to the environmental pollution changes, the whole economy of meeting district, changes of various fields of resource, the parameter of this kind, can let the policymaker can accord with the people's behavior to some extent when make policy and take place to the great environment, carry on scientific management. HSUSDM can examine this nuclear area and depend on a certain resource unduly and develop by changing index one in Production Function, imitate result can know Hsinchu can development of now such as area to rely on natural resources but not at the human resources, this kind of development way must discuss further to Taiwan not abundant of resource whether it is suitable or not. Concept of HSUSDM can can widely used in research in policy of area, can offer policymaker carry on policy test, the output with the vision, the policymaker can utilize the output of HSUSDM to explain the possible result that the policy implements to people, reduce the doubt that the people implement to the policy, and HSUSDM is the concept of the policy laboratory, by adjusting the inside parameter, let the policymaker estimate the people's influence on environmental quality of psychology with lower cost. HSUSDM consumes the respect to totally draft to resources really, this consumes relevant resources at present, less people try in economic development, relevant research of the environmental pollution, this kind totally drafts the true model to water resource, can offer policymaker's more detailed information of the policy, avoid a policymaker while improving, the mistake of investment.
