With the global industrialization and the rapid development of the urbanization,Water deficiency is emerging. In this case, the seawater desalination technologyprovides an effective way for solving the water deficiency problem, meeting theincreasing water requirements as while as conserving and economizing onunderground water. As the main part of the freshwater resources and a more and moremature method, the seawater desalination technology has been highly valued andgreatly supported. A Plant Power as a large-scale thermal power generating unit hasa huge demand for fresh water with the increment of its producing ability and theconstruction and operation of its heat supply project and sulfide removing project,freshwater supplies become more and more insufficient. Therefore, it is proposed tobuild a fresh water generator with the ability of supplying10,000ton fresh water perday to meet the requirement of the fresh water of the plant. The overall constructionproject is also a corresponding the face of many other the impact of the risks as theproject of the seawater desalination has the features of long term, vast investment,and technical complexity. Therefore, the paper’s main research directions are how toconduct risk identification, analysis, and control risk of a project of seawaterdesalination.This paper introduces the status both at home and abroad about the seawaterdesalination firstly and the necessity of building a desalination project combined withCurrent Situation of the A Plant Power. Secondly, it introduces the general situationof A Plant Power, risks faced by the project, introduces of a definition of a projectrisk, classifies desalination project risks, analyzes the risk characteristics of theseawater desalination project, which are provide a theoretical basis of risk analysisand control. Thirdly, By means of the questionnaire and the expert evaluating method, it identifies the whole risk of the seawater desalination of A Plant Power. Meanwhile,according to their results, it constructs an indicator system as well as a hierarchymodel for the project, implements risk evacuation using the analytic hierarchy processmethod, and eventually obtains the results of the risk evacuation of the project.Finally, summarizes up several major risks of the A Plant Power desalination projectsin accordance with the risk assessment results of the previous chapter and givescorresponding measures using the comparative law, investment estimation methodbased on different risk.A Plant Power desalination projects completed and put into use, not only cansave a lot of underground fresh water resources, but also greatly reduces the cost offresh water use, reducing the cost of power generation plants. Taking use of theproject management theory and the example of the seawater desalination project of Aplant, the paper introduces an effective method for controlling the project risks anddecreasing the project risks to make the seawater desalination project of A plant carryout smoothly.
