Study On The Risk Allocation Of PPP Mode For A Seawater Desalination Project

PPP project risk management is one of the key factors to determine the success of the project,and risk allocation is the core work of risk management.Therefore,as far as PPP project is concerned,risk allocation is an important link to determine its success.Especially for the infrastructure project constructed with PPP mode,the risk distribution is more complicated because of the long construction period and operation cycle,large capital investment,and uncertainties such as urban planning adjustment,government change,policy change,market fluctuation and so on.Therefore,as an important part of risk management,risk allocation should run through the whole process of the project contract.The public and private sectors involved in PPP projects should take effective measures to manage their respective risks and provide necessary assistance for each other's risk management,so as to ensure the normal progress of the project.With the continuous development of urbanization,the problem of insufficient water resources has become increasingly prominent.With the increasing demand for water,desalination technology has been highly valued and strongly supported by relevant departments.Especially for coastal areas where fresh water is scarce,desalination has a strong demand.As the desalination project also has the characteristics of long construction cycle,large investment,high risk and slow investment recovery,the whole project is also facing various risks,so the use of PPP model,on the one hand,can solve the shortage of funds in government departments,but also greatly improve the vitality of social capital.Based on the risk identification of seawater desalination project using PPP model and the theoretical basis of PPP model,this paper comprehensively and systematically analyzes the causes and allocation methods of the project risk of PPP model;secondly,aiming at the possible risk problems of PPP model seawater desalination project,it analyzes the current PPP model seawater desalination project.Finally,combined with a case of a seawater desalination project in Qingdao PPP mode,the paper analyzes the risk allocation problems and the advantages and disadvantages of the risk allocation,and summarizes the difficulties and future of the risk allocation of the project in PPP mode.Taking a seawater desalination project in PPP mode in Qingdao as an example,this paper collects and collates a large amount of data to synthesize,analyze,compare and summarize the possible risk factors under PPP mode,and further analyzes the risk distribution system of PPP mode seawater desalination project in detail.At the same time,through the corresponding professional analysis of the project risk distribution,in order to achieve the goal of guiding the successful implementation of the project..
