In recent years, series of intensive earthquake events all over the world arewarning us: It is an important content of building our socialist harmonious society thatstrengthen emergency management and emergency response system construction toimprove the ability of preventing and handling of sudden disaster events. is theconstruction, and also an urgent request of improving administrative ability andgovernment functions fully performing. With the development of current high-tech, moderncommunication technology has provided more for emergency response techniques. In order tofocus on the weak link of problem solving and disaster emergency response technology,and to enhance the comprehensive ability of emergency response at all levels of thegovernment, match with the needs of social development, construction of anearthquake emergency response system with high efficiency, rapid response, powerfuland secure disposal is not only great importance of the "people-oriented" need, butalso guarantee of the construction of harmonious Tianjin, and implementing policy of the CPCCentral Committee and State Council about strengthen the earthquake disaster reduction workand the Government policy to strengthen the about community management and servicefunctions.In this paper, Tianjin earthquake emergency response system (TEERS) wasdesigned and achieved. Combined with Tianjin intensive vibration response triggersystem, TEERS realized integration of intensive earthquake observation andemergency command platform, improved speed and accuracy of rapid assessment. InTianjin earthquake remote sensing analysis project, database of remote sensingimages of Tianjin was established. And this system first applied remote sensingtechnology in sudden events such as earthquake disasters of Tianjin. Also the authorupdated10000scale foundation geographical data as main content of the digital mapfor earthquake emergency database, improved the precision of the emergency data.Through the construction of Tianjin district earthquake emergency command networktechnology platform, video conference interconnected between3level emergencyheadquarters, including the seismic disaster relief headquarters under the state council,the Tianjin government and counties of Tianjin, were accomplished also washierarchical command-and-down linkage of the earthquake emergency, thus enhanced theoverall emergency response capacity of the Tianjin unexpected seismic events.
