As the rapid development of urbanization process and continuous increase of population density, the threat to human life and property and the destruction of human society caused by earthquake is becoming even stronger. Our country is one of the countries which have the highest level of earthquake activity and the most serious earthquake disasters. Until now, the Tangshan Earthquake, the Wenchuan Earthquake and the Yushu Earthquake have reminded us once and once again that the work of protection against and mitigation of earthquake disasters is urgent, hard and dangerous. This paper uses the medium of informationization to deal with tasks in the protection and mitigation process, such as response, quick informing and disaster’s estimation. From the whole nation to the local government, the information system construction of protection against and mitigation of earthquake disasters has been an indispensible task.This paper firstly sums up the earthquake condition of China, especially the earthquake area in Sichuan province and also the current condition of informationization of earthquake emergency. It also analyzes the method of constructing the earthquake emergency command system of Chengdu City and put forward to a directive idea about earthquake emergency construction which is to finish daily work inside the system in non-earthquake period, and in the earthquake period, finish the disaster’s estimation and resources scheduling in the very first time. Then by combining with the network of Chengdu Protection against and Mitigation of Earthquake Disasters, The Earthquake Emergency Command System of Chengdu can be realized. During the process of design, an all-around update is done to the national data of earthquake. Some of the field types are also revised and the Economic Lost Form is also added into the system. Afterwards, we finally draw up62seismic tables which make the relationship between different data tables clearer and made them more compatible with the earthquake emergency command system. Finally, through the design of database and functional module, The Earthquake Emergency Command System of Chengdu is done. After putting the system into operation, I estimate the earthquake in Chengdu and revise the The Earthquake Emergency Command System of Chengdu according to the result of estimation.By the directive thought of earthquake emergency construction of Combining Non-earthquake Task with Earthquake Task, The Earthquake Emergency Command System of Chengdu is built and put into operation, which achieved the realization of the thought. This system has correctly estimated earthquakes happened in Chengdu several times, which adequately proved that this thought is the right direction of informationization of earthquake emergency.This paper combines real project with knowledge learned in class and provides an all-around and detailed resolution for our country’s earthquake emergency informationization by professional informationization construction skill. This will provide basis of construction for related systematic construction in the future.
