China, with complex geological structure and frequently earthquake, is one of the countries in the world with most actively earthquake, most earthquakes on land and is the most severe country suffering from earthquake. Emergency rescue is the essential part for earthquake prediction and catastrophe reduction, and earthquake emergency rescue is the decisive factor for maximum reduction of casualty, measure loss and social influence and it is the final object of earthquake prediction and catastrophe reduction. Earthquake's emergency rescue is a series quickly–responded and high effective emergency actions refer to earthquake, in which Earthquake Emergency Response, Earthquake Emergency Rescue, Earthquake evaluation, Assistant Decision-making are included, and is a very complex process. Development of emergency work is largely depend on the director's high efficiency decision, from the ninth"five-year planning"to the tenth, and to"5.12 WenChuan earthquake", china is always dedicating to earthquake emergency construction and gained plenty of production. However, there is still very much of weakness which mainly deals with the emergency technology fail to support the assistant decision-making for the directors.As progress is made by the science and technology and GIS technology is grown up, GIS technology is widely used. Recently, in the field of earthquake prediction and catastrophe reduction, many new methods and technology are used and among of them, GIS is one of the most useful one. from the ninth"five-year planning"to the tenth, and to"5.12 WenChuan earthquake", china is always dedicating to earthquake emergency construction. Earthquake's emergency technology system, software development, Earthquake's special drawing, Earthquake's locale position service technology and so on, GIS technology are all used in the field referred above. GIS technology largely drives the development of earthquake emergency. Drawing system developed by GIS is gradually used in forest, aviation, navigation, weather and so forth. However, in the field of earthquake, application of dynamic drawing in just at the beginning stage and is to be deeply researched.GIS technology is introduced to dynamic drawing of earthquake emergency. And research of dynamic drawing of earthquake emergency which is based on the GIS technology is done. In addition, the general design, technology routing design, function module design, modeling and main function module development are done based on the GIS technology as following:( 1)Technologic routing and general design of earthquake's emergency dynamic drawing systems is finished based on GIS software.( 2)Practicality, functional requirement analysis and research of function modeling is done, mainly composing of the system is put forward as basic geology management, special drawings creation and demonstration, dynamic trace and watch, emergency assistant decision-making, dynamic simulation ,in and out put.( 3)Modeling of the mail module: special drawing automatically creation, emergency assistant decision-making modeling, dynamic drawing modeling. First, special drawings are automatically created by available earthquake information and information gained in earthquake and catastrophe. Second, based on the accommodation, injured rate, time factor is introduced and survive rate is fit and therefore rescue modeling is gained. Last, restrict optimization is build up to save as much people as possible. After director's command, the nearest route is gained to rescue people, and succor's position could be read by longitude and altitude.( 4)Compared with several second development of GIS, system's main functional module (real-time dynamic trace module of earthquake, real-time dynamic trace module of rescue team, optimal route analysis module ) are developed based on the ArcGIS with second development of ArcGIS Engine and C#.(5)Research of general system design of Earthquake Emergency Dynamic Drawing System, main modeling construction, development implementation of main module is done. In the future, betterment of the system will be done. It is of great importance of earthquake command, as it is the first time to build the Earthquake Emergency Dynamic Drawing system.At last, the thesis generalize the research fruits and looking forward to the next research direction and requirement.
