Along with the rapid development of the social economy and urbanization and thehigh-concentration of population, the harm to people’s life by natural disasters including seismicdisasters is more and more serious. Due to the great uncertainty and destructibility of the disasters,earthquake prevention and disaster reduction have been concerned rightly by governments andscience and technology circles. Our government has put forward to establish and improve3systems on earthquake prevention and disaster reduction, which containing earthquake monitoringand predication,earthquake prediction and emergency relief. Ten basic systems have beenconstructed in the emergency and relief system of natural disaster,which lay a solid foundation fordisaster prevention and mitigation. But available emergency management system does not do itwork completely in our practical work. However, this paper has tried to find out somedisadvantages of our emergency system through the view of how to improve earthquakeemergency and relief system, and put forward some advices to further improve emergencyadministrative system.This paper takes the example of Wenchuan earthquake in China and the3·11big earthquakein Japan, and introduces the reasons,the loss of the earthquakes,and a series of emergency actionsafter earthquake. It interprets in the dimensionality of government succor,social support andpeople self-saving. Compare the two earthquakes in terms of earthquake early warning,emergency response, emergency relief, and then analysis the distance between China and Japan onearthquake emergency management. Furthermore, we’ll find out the serviceable suggestions to ouremergency work from Japanese earthquake emergency management, and reconstruct emergencyand relief system of our country.
