Earthquake disasters in our country has always been one of the most serious natural disasters, its great power often cause huge casualties and economic losses. After the disaster, the lack of fast disaster assessment and emergency rescue is a major problem.By the progress of The Times, the geographic information system(GIS) is used in the field of earthquake emergency. With the development of computer technology and network technology, Web GIS gradually become the trend. It overcomes the traditional GIS technology for small range and the difficulty of spatial data sharing. Therefore, in-depth study of WebGIS technology for disaster assessment and provide feasible rescue plan has the vital significance.Firstly, this paper analyzed the user’s requirements and the background, based on historical disaster data. Using ArcGIS Server technology combined with spatial data engine technology implementation based on B/S model of earthquake in southwest China space information service system, field application of disaster assessment. This paper includes the following several aspects:1) Study system’s overall framework, the realization of the technical route of system development and has made the division on each function module of the system. Based query, project design and development of seismic spatial information output, online information editing, damage assessment and rescue, Web map service functions such as seismic system.2) Based on the regional history data, the disaster area building analysis model is established, casualties analysis model and earthquake relief model, the implementation and optimization of these models to improve the rapidity and the accuracy of assessment.3) To investigate the spatial data engine, ArcSDE GeoDatabase and spatial data organization model on the basis of the further establishing seismic spatial information service system of database, include the establishment of the spatial database and attribute database, realized the spatial data and attribute data related operations, for data management and maintenance, provides stable data services.4) Study to base on WebGIS service platform of ArcGIS Server system structure, operation mechanism, and based on ArcGIS Server ADF Ajax asynchronous refresh technology under the framework of understanding. The use of Ajax technology to realize the local refresh on the page. Therefore, the user will have a good operability, greatly improve the work efficiency.
