In the Knowledge Economy, undoubtedly, the most cherish thing is the talent, we are all focus on the "Brain Drain" in the business management. According to the strategy of building a nation strong in the human resources by the State, at the same time, the state-owned enterprises also put forward building an enterprise strong in human resources. Talent has become a hot topic in the era. After the reform of enterprise systems and mechanisms, the problem of talent has become acute. As the local state-owned enterprise of State Grid, under the guidance of the market economy, the institutional reform of Rural Power Corporation is still not complete, compare for the Modern Management, the management of Rural Power Corporation is still lag behind, then induced the special phenomenon of talent "hidden" losses which person left office but not off the job. The starting point of this paper study is how to overcome this special phenomenon, and made the existing system of Rural Power Corporation become more optimize.The term of talent "hidden" losses is that staff has not get a contact with a contractual relationship with the company, but, objectively, the fact of leaving the company has been constituted. Most studies about staff losses has remain in the "Dominant" losses in the past. Through the research, we found that, the phenomenon of "hidden" losses in this paper is inferred that it does not exist in every business, but just occur in some State-owned company which is the special type of monopoly, especially in the Jilin province Rural Power Corporation which is in the slow-paced life city. At present, most studies of the organization systems are focused on Management and Economics. This paper attempts to study the systems of Jilin Province Rural Power Corporation with the Sociological Theory. This is also the theoretical basis of this paper.This paper selects Dehui Rural Power Corporation as a research case, studied and interviews conducted to the talents who had "hidden" lost in the company, under the guidance of the Sociological Theory, using the sociological research methods, follow the principles of combination the theory and practice, summed up the new phenomenon, causes and effects of talent "hidden" losses in the Rural Power Corporation. And this paper contrast to be proposed that improve the staff development system and the environmental atmosphere in the organization, not only retain the body, but also retain the heart of talent.This paper around the main line of the "hidden" losses in Jilin Province Rural Power Corporation, the organizational sociology as the theoretical basis to analyze the formalization of the State-owned enterprise exist system that induced the special phenomenon which is talent "hidden" losses, and analyze of plight of implementation of Jilin Province Rural Power Corporation systems, through the related investigations and empirical analysis to resolve the problem in the Organizational System, Organizational Social Network, Organizational Motivation and so on. We further promote and establish a suitable system and environment atmosphere to talent in the organization in order to achieve the sustainable management of Rural Power Corporation.
