Since Professor McClelland proposed the theory of competency, cadre'scompetency has become one of the key areas among scholars' research. Atpresent the research about cadre's competency is mostly processed in theindividual level, but only a few are in the organizational level. At the same timewe are lack of the comprehensive analysis which combines the cadre individualand organizational levels. Hierarchical linear model (HLM) has the superiorityin the analysis of the structure of hierarchical data, and it has been widely usedin the field of the Organizational Behavioral Science. The aim of this study willuse HLM and analyze the relationship among cadre's personality traits,organizational environment and cadre's competency from two aspects, then itwill provide a theoretical basis to improve cadre's competency from theindividual and organizational levels.The study used the random sampling methods and selected180leadingcadres from16different positions as the research object. The research used thecompiled" the scale of the cadre's personality trait" and "the scale of theorganizational environment," self-made "the assessment scale of the cadre'scompetency". Then the study will analyze the scale's reliability and validity, andit will process data using SPSS17.0and HLM6.08.We can draw the followingconclusions:(1) In this study, the compiled and self-made scales have better effect inreliability, content validity and construct validity.(2) In the level of the cadre individual, cadre's personality traits havesignificant influence on cadre's competency, in which following the authority,planning and rational, domination and the management quality have positiveeffect to the cadre's competency. And management quality has higher effect.(3) In the organizational level, the organizational environment hassignificant influence on cadre's competency, in which structure control layer,support interactive communication and atmosphere have positive effect to thecadre's competency. And atmosphere has higher effect. (4)As a whole, the organizational environment plays a regulatory rolebetween the cadre's personality traits and cadre's competency.
