The Way For China's Export Of Textiles To Deal With EU Technical Barriers

For many years, China has always been playing the dominant role in the textile field. Both the textile production and export have taken the forefront position in the world. In the meantime, textile is also the superiority industry making great contribution to our country's foreign currency and employment. It has been a very important factor during the economic development process. As one of the biggest traders in the global textile business, European Union has become our main market as well. In 2005 the textile trade all over the world had come to the post-quota era and EU denounced to remove this quota, which stimulated our textile export to grow by a large margin. From January to December of 2010, the total value of textile exported to EU reached to 9770.44 million dollars, raising 27.18% compared to the same period of last year. The three components, including yarns, fabrics and finished products, all kept rising in different levels. These make EU become our biggest exporting target market for textile products, exceeding the USA.However, not everything goes smoothly on the way of our export. With the labor cost advantage of textile industry itself and the influence of global economic crisis happened in 2008, the trade between EU and China is going forward in the fluctuation. The competition was really fierce and the trade conflictions frequently occurred. At the same time, the function of traditional trade barrier has been weakening. Relying on its flexibility and invisibility, the emerging technical barrier to trade has become the main form for developed countries and areas to protect themselves. Therefore it is very necessary to study EU TBT and its impact on our country's textile industry. By means of both qualitative and quantitative methods, this paper quotes the objective and authoritative statistics of recent years to analyze the EU TBT impact on our textile export. It aims to find out the existing problems and provide some practical solutions. This paper is of great realistic and guiding significance.Based on the above consideration, this paper can be divided into the following five parts for discussion: The first part begins with the preface which introduces the background information and meaning of study at first. It aims to give out a general idea about the whole paper. Then it reviews the relative literature researches in the past. The detailed results of these researches are summarized. By this we will have a clear and overall realization about this problem's studying situation. The classification of foreign and domestic study makes the studying distance home and abroad more apparent. Finally, this part provides the research methods, creative points and weakness with purpose to clarify the writer's study direction.The second part focuses on the theoretical knowledge about TBT, including the meaning, the origin and the developing trend in the future. Then it comes back to the EU TBT. Analyzing the reasons of TBT appearance demonstrates the existing origin of TBT. The limitation to EU strengthens the pertinence of this paper. This part provides the knowledge preparation for the following content and is the precondition to deal with the problem as well.The third part using the latest data of current international situation analyzes the real circumstances of our textile export to EU. It discusses the positive and negative influences of the EU technical barriers on China's textile export. On one hand, TBT actually restrains China's textile export to EU, which leads to the amount of textile products decreasing, the whole industry's competitiveness weakening and the scale of export market shrinking. On the other hand, undoubtedly TBT makes the positive effect to some extent. For example, it brings stimulation to China's technical improvement and industrial structure's upgrading. It also improves creative producing and managing methods, protecting people's health and environment and appeal environment-friendly consumption.The fourth part illustrates the reasons why our textile export suffered from EU technical barriers. From the external angle, the global economic crisis leads to the trade protectionism spreading, which forms the international background. In the meantime, the great attention to environmental protection and the reasons of EU itself cannot be ignored. From the internal angle, in the long term our government's power of adjusting the textile industry structure is not enough. We lack of authoritative inspection institutions, high-speed reflection system and warning mechanism. It is acknowledged that our scale of export is small and the quality of products is not good enough. This part lays the solid foundation for the next part.As the last part, the fifth part provides some practical and concrete advices from the standpoints of government plus textile association and enterprises themselves. The government and association should strengthen their regional cooperation and set up the trade protection system with WTO mechanism. They also should be stimulated to adjust and upgrade textile industrial structure actively, creating warning system against TBT and enhancing the inspection level. The textile enterprises should cooperate with government and association, struggle to develop their science and technology, expand international market and cultivate their own brands.
