With the development of economic globalization and trade liberalization, the role of traditional trade barrier is decreasing such as tariff barrier, import quota, license system, voluntary restriction of export, arbitrary measures for customs valuation and discriminatory government procurement. Under such circumstances, some developed countries take advantage of technology, management, environmental standard and labor condition to set Standardized Trade Barrier which included technical barrier and social barrier.Since China joined WTO, plenty of Chinese goods which were traditional and competitive before are restricted when export. China was affected a lot, the export decreased sharply, and some goods were even forced to step out of the world market.The light spot of the thesis is that technical barrier and social barrier are combined with each other. These two barriers are compared, analyzed. Finally, a conclusion is made-how to deal with Standardized Trade Barrier so as to reduce the negative influence brought by technical barrier and social barrier.What is Standardized Trade Barrier? We can define it from two aspects. Firstly, many standards are drafted such as technical standard, quality standard, environmental standard, technical laws and regulations and so on in order to restrict the goods flow in to the import state. The goods from the export state must reach all the standards which written in laws and regulations. If not, such goods can't be imported. Technical standard, quality standard, environmental standard, technical laws and regulations are the main body of technical barrier while labor standard is labor barrier. Secondly, we can say that Standardized Trade Barrier is the mostly used measure to protect one country's trade and economics at present. Therefore, Standardized Trade Barrier is the key of international trade barrier nowadays.Every coin has two sides, there is no exception of Standardized Trade Barrier. On the one hand, Chinese export is badly restricted by Standardized Trade Barrier; on the other hand, it has some positive impact. First of all, it can help China to improve technical level and product innovation. With the purpose to avoid technical barrier, we take measures such as absorbing foreign investment and introduce high-level equipment and technology. This movement can not only improve the technical level of the product itself but can also promote the technical level of the whole industry. Secondly, for the sake of avoiding technical barrier, Chinese government has issued numerous laws and regulations which can push forward the legislation work of China. Thirdly, developed countries and areas such as the U.S., Japan and EU, they set such barriers in order to protect the security and heath rights of customers. From this point, if we Chinese enterprises use the same standards, the customers'rights can also be protected. Last but not the least, SA 8000 stipulates the working and living environment of the workers which an enterprise must reach. Therefore, it can improve the living standard and working efficient of the whole workers in China.However, under the environment of trade protection, Standardized Trade Barrier will definitely be an obstacle of trade and economic development of China. The negative impact is long term. Therefore, the Chinese government, industry association and enterprise must take measures to push through the limitations brought by Standardized Trade Barrier and take advantage of the positive effect.Chinese government should do some jobs. First, make our standardization work with international standards. With the purpose to achieve that objective, the government should straighten out the relations between technical regulations and technical standards, deepen the understanding of labor standard. Second, transfer the mandatory standards and regulations into the voluntary standards. We should participate in international standards draft and adopt international standards.As the bridge of the enterprise and government, the industry association must perform their obligations and provide technical information and information service to help the enterprise avoid Standardized Trade Barrier. Industry association must do as follows, straighten the relationship between government and industry association itself; establish standard and technical regulations; display their own superiority, provide effective information ect.Besides the relevant government departments and industry association, the most important is the enterprise itself. They have do more work than the government and industry association as learn and master technical regulations, adopt international standard and advanced standard; accelerate the pace of technological innovation and management; enhance enterprise's social responsibility; utilize foreign direct investment to avoid Standardized Trade Barrier.
