| The textile industry, which belongs to the labor-intensive industry in China, has comparative advantage and superiority in the productivity and export in the world. By January 1st, 2005. the global textile business had come to the post-quota era and European Union had removed the quota. The export of Chinese textile industry had increased significantly. In 2006, European Union became the biggest target market for the export of Chinese textile industry, importing textile and garment for 22,290,000,000 U. S. dollar, exceeding the USA. However, what we have talked above doesn't mean that everything goes smoothly. Worrying about formidable international competitive power and incomparable exportation ability of Chinese textile industry and protecting its own textile industry, European Union has adopted all kinds of trade barriers to limit textile from China. For example, China has been frequently charged with the dumping on textile by European Union.Where there is limit there is friction inevitably. After entering the post-quota era the textile trade friction frequently occurred, which badly affected Chinese textile industry. Therefore, this essay aims to give Chinese textile industry some suggestions about how to deal with textile trade friction between European Union and China through elaborating its situation, introducing its main forms and analyzing its reasons. I hope I could provide some useful information, and could cite a big problem about the healthy development of our textile industry from this essay. This essay is divided into five sections.Section I talks about the situation of textile trade friction between European Union and China, then draw the conclusion that it is important for China to export textile to European Union and we must solve the friction between us and European Union.Section II introduces the main forms of textile trade friction between European Union and China. They are Textile-Specific Safeguard Measure, Anti-Dumping Measure, Technical Barriers to Trade and Anti-Absorption Investigation. This section explains concepts and lists the law and regulation and studies the example of them.Section III reasons why textile trade friction frequently occurred between European Union and China. There are international factor, domestic factor and European Union's factor. This section elaborates them separately.Section IV gives some suggestions to deal with textile trade friction between European Union and China. The government, the industry association and the enterprise must recognize it clearly and collaborate to solve it correctly.Section V summarizes the sections above. It points out that textile trade friction will occur between European Union in the future and the textile industry must accelerate the technical progress and structure adjustment. |
