The Strategic Studies On The International Operation Of Chinese SME Clusters

SMES play an important role in the national economy concerning the development of the Chinese economy. As the constantly developing of the economic globalization and the deepening of the policy of reformation and opening, the SMES went abroad and launched international operations gradually. But because of the inherent weaknesses of SMES, such as difficulties in financing, backward innovations in technique, lack of professionals, etc. Chinese SMES suffer barriers in the process of developing international operation. The flourishing prosperity of domestic and overseas SME clusters illustrate that the approaches of developing in SME clusters bear more competitive advantages compared to individual SME. SME cluster can help the SMES to conquer their inherent shortages, strengthen their international competitiveness, and ensure the SME's position in the process of internationalization. So it's a good way for the SMES to run global business and launch international competition. How to effectively promote the international operation of small and medium enterprises cluster? It's a vital issue.First, this thesis gave an outline of related research status about the SME clusters at home and abroad, the frame and content of the essay, and several innovation points of this thesis. The related studies include four parts:the definition and characteristics of SME clusters, pattern classification and competitive edges. Then, this article introduced related rationales in detail and summary the competitive advantages of SME cluster in the international operation process on the basis of SME cluster rationales and international operation rationales. Why should we boost international operation in cluster of Chinese SMEs? First of all, there are some economic significance and necessity for the development strategies. After that, by analyzing the situation of SME operating internationally in china pointed out some restraints in the process, such as capital, innovation, manpower etc. However, SMES developing in cluster has the important significances in strengthening the adaptation, optimizing the industrial structure and promoting the development of regional economy. In addition to these, SME clusters possess some competitive advantages which single SME don't have. Developing in cluster conquers the restraints in the course. So it's the best method for the SMES to conduct international operation.Following the statement of basic content was the core of this article:the developing situation of Chinese SME clusters in international operation and some problems in that process. At present, there are many SME clusters in china. But many SME clusters show imbalance in areal distribution and industry distribution and a low internationalization. And on the basis of their status in developing internationally, this article points out some existed problems in developing in cluster. About how to conquer these problems, this thesis proposes related strategies on the basis of industrial cluster rationales and some references of the US Silicon Valley High-tech industrial cluster and SME clusters in Italy. The strategies of clusterization processes in two phases, the first step is guiding SME adopting the method of developing in cluster and creating conditions for clusterization. Then the organization should provide proper hard environment and soft environment for the SME clusters, and promote the technological innovation.
