As an effective way to guarantee the operation of the power system, the pumped storage power station can solve the supply and demand contradictions between the peak and trough, in addition to the functions with the load shifting , which can also be responsible for the grid system, frequency regulation phase regulation, emergency reserve for accident, load-following and so on.This paper is tried to evaluate the develoment profile ,operating characteristics , capabilities and comprehensive benefits of the pumped storage power station ,and analysis the advantage and the disadvantage of the different pumped storage power station by comparing the modes under the differet electricity market and the pricing mechanism at home and abroad. Under the example that analysis the China's economic and operating mode of the pumped storage power station,it shows that China's current investment and construction of pumped storage power station is mainly from the analysis of the economic evaluation of national economic indicators and financial internal rate of return , then the benefit calculation is mainly for the static efficiency of pumped storage power station,and dynamic efficiency is not fully reflected.Finally , there are some suggestions for perfecting the pumped storage power station on the basis of analysising some promblems in the development of the power station.The pumped storage power station has not only the static load shifting benefits but also the dynamic efficiency such as frequency regulation phase regulation, emergency reserve for accident, load-following and so on. So how to evaluate the benefits comprehensively and rationally, and choose the right operation mode has been studying and exploring all the time , which has important theory research value and practical significance.At present,China's electricity market reform is still in its infancy, immaturity of the market mechanism, auxiliary services, trading mechanism has not been established. How to comprehensive and systematic the assessment of the benefits of pumped storage power station, by what mode of operation in order to make the benefits of pumped storage power station to play, is a question worthy of further study.
