Comparison Study On Management Model Of Pumped Storage Power Station

This paper introduces the general situation of pumped storage power station (shorted as PSPS), including the working theory, the function in the electric power system and the development situation at home and abroad. Based on the analyses of all kinds of benefits generated by PSPS, it is put forward that the benefits of PSPS has the features of quasi-public products according to economic theory. Such feature causes that the beneficial quantity of beneficiaries can't be measured accurately, thus the benefits of PSPS can't be compensated reasonably. This paper emphasizes on the comparison analyses of the existing management models of PSPS, and points out the problems of these models under existing conditions of electric power market in China. Finally this paper suggests a new management model based on static state benefit and preferential power prices and takes Tai'an Pumped Storage Power Station for example to test this new management model.
