According to China's economic development and the present situation of resources and environment, and after summarizes the theoretical basis of existing, this paper sums up the concept of low carbon industry; Discusses the formation of low carbon industry classification and features of the path.then uses the network hierarchy process (ANP) method to establish low carbon industry selection evaluation system of three first-order index, six level 2 index and 27 specific indices; From a purely theoretical point of view, combined with the theory of industrial economics, industrial development theory from the theory of industrial organization and try to summarize the factors affecting the development of low carbon industries. Then based on the theoretical analysis framework model from the overall environment, detailed industry elements, enterprise elements three aspects,analyzed the current situation of China's low carbon industry development of the elements of the specific situation.
