Along with the growth of population and the development of industry and technology, carbon dioxide increases, the global warming has become common concern around the world. Facing the fact, various countries proposes a new economical pattern--low-carbon economy which is taking the low energy consumption, pollution and emission as the base economical type. The government pledges that the entity economy must develop the low-carbon economy to strengthen the energy conservation and accelerate efficiency of using energy. In Shandong Province there are rich energy sources. But the structure of energy consumption and industry are unreasonable, the way of economic growth is unfitted. The total quantity of carbon emissions is easy to present the fixed effect. The technical level of low-carbon is low. Meanwhile, the way to develop low-carbon technology is difficult; the low-carbon consciousness among people is light. The problems mentioned above are restricting the Shandong low-carbon economy development. Shandong Province should display the government regulation and the market mechanism function to adjust the structure of energy and industry and develop the new energy diligently. We will take the sustainable economic society into come. In-depth study and determine the decoupling relationship between economic growth and carbon emissions in Shandong Province has important significance and practical significance. Based the Tapio decoupling indicators on the decoupled relationship between carbon emissions and economic growth in Shandong Province in the decade2001-2010measure, the results show that over the past decade between economic growth and carbon emissions in Shandong Province weakly decoupled state, the rate of economic growth greater than carbon emissions growth rate, show that the emission reduction achieved initial success; show that the industrial sectors of energy use efficiency for the mitigation of carbon emissions growth rate plays an important role in the decomposition of the causal chain is decoupled elasticity index. Nevertheless, the future emission reduction situation is still grim:In recent years increased the proportion of industrial output in the national economy,"heavy" trends of the economic structure lead to increased demand for energy, coupled with new energy development insufficient to further strengthen the dominant position of coal in the overall energy consumption structure, the carbon emissions per unit of energy consumption to rise further, high carbonation characteristics of the energy consumption intensified after the energy saving work challenge, the article proposed to carry out less row of the policy recommendations.
