Salary management is one of the key problems which be cared mostly in enterprise operation, it is the core of the Human Resources management. Reasonable and effective salary system not only can inspire the enthusiasm and activity and initiative of staff, to promote the staff to realize the organizational goal, improve organizational benefit. In this case, how to design and establish a scientific and qualified salary system which accord with the real situation of enterprise and meet the demand of the development strategy will has a very important significance for every publishing business under the competition.Firstly, this article analyzed problems and incitation effect of the improved salary system. Based on the situation of salary system, current challenges of RM publishing enterprise and market environment, applying principle of management, principle of human resource administration, salary management, used interview and questionnaire etc, exploring how to build up salary system modern according to the rapid development of publishing enterprise. The research aimed at building a highly practical salary system which is based on the job position and performance, guided by the prospect of the industry, grasping the incentive for managers and common employees, used as powerful tool for implementing strategic target.After searching a large number of documents, we are using comparative analysis, literature survey and questionnaires to study the actual situation of the company. The company'management doesn't pay much attention to human resources, human resources management is still very simple; the current incentive system is not good enough; division-level positions is not enough scientific. The company lacks the transparent social welfare system. We are using observation, questionnaires and interviews to re-post job analysis, the preparation instructions and elements of design-point method, improve the internal process of pay allocation fairness which solving the problem of low scientific staff on pay satisfaction and fairness. We adjust the existing performance appraisal system and introduce project management system for editing positions, solving editing various shortcomings of editing's fighting single-handedly。Clear the contents of the welfare system and introduce flexible benefits, strengthen the training of new employees, increase staff sense of belonging.In this article, combining the structural features of company staff and corporate strategy, we design three management system, skilled staff sales staff and manager's system. On the one hand focus on performance assessment, on the other hand focus on material incentive. Material incentives combined with the spirit of the incentive stimulated the enthusiasm of the staff. Attracting and retaining outstanding staff of the company. This article contains the pay system, investigation, research, design, implement the entire process. Hope that this case study can provides reference to the other publishing companies.
