| Today tourism is the world's largest industry, and is also a new industry with great vitality and huge potential. Tourism will bring positive impact on a country's overall economy. International tourism development makes some reception countries and regions maintain a balance between international receipts and payments, and increase employment and tax; it can also remedy the shortage of foreign exchange in some countries, and can replace the traditional export sector in crisis. Theorists recognized that modern tourism industry was strongly comprehensive, had a wide correlation and a long industry chain, having greatly broken through the traditional tourism area, widely involved and penetrating into many of the relevant industries, and playing a leading role in other industries. Not only has tourism large demand of labor, but also has wide areas of employment and low employment cost. Based on the above advantages, all parts of the country are working hard to develop their tourism resources and do everything possible to make their regional tourism industry bigger and stronger.Tai'an has unique travel conditions, and Mount Tai, as the head of five sacred mountains, is located here. But the current status of Tai'an tourism is unsatisfactory and doesn't play to the limit. Tai'an's tourism industry becomes bigger and stronger, by making full use of the advantages of Mount Tai. But it is difficult to achieve that goal only relying on one or two activities. This paper puts forward the concept of "leisure travel" to cater for the mentality of today's tourists, and puts forward the new tourism planning according to the needs of tourists.The main contents of this paper are:First, it conducts a preliminary study on the issues such as the concept of leisure travel, features, forming background and dimensions of research, puts forward the essence of leisure travel is to relax by traveling, that is to achieve the purposes of relaxation, self-cultivation, fitness and improving quality of life by traveling including: leisure vacation tour, leisure shopping tour, recreational experience tour, and even leisure sightseeing tour etc. Tourist destination can be a city, and also can be a village.Second, it shows a comprehensive analysis of the conditions, problems, leisure tourism developing opportunities and constraints for tourism development in Tai'an,Third, on the basis of these studies, it proposes the revitalization idea, which takes integration of leisure tourism resources and improvement of tourism services as the core of the simultaneous development of "leisure tour and sightseeing tour".Fourth, it puts forward the main supporting measures consistent with the revitalization idea of simultaneous development of "leisure tour and sightseeing tour" in Tai'an. For example, try to separate the ownership and management rights of the scenic spots; develop the country tourism; encourage people to manage their own business and improve the tourism facilities; make great efforts to develop new and distinctive tourism products; further expand the tourist market and so on.I hope this can bring a positive role in Tai'an tourism, and can make a modest contribution to increase Tai'an tourism revenues and "to keep people" for Tai'an travel.
