Research On The Agricultural Subsidy Policies And Implementation Effect In Weifang Binhai Economic Development Zone

Agriculture is the foundation of our national economy, and also very important in maintaining food security in strategic areas. At present, the "agriculture-rural areas-farmers" problem which is of the seriousness and urgency has been recognized for our party and the nation, and how to solve the "agriculture-rural areas-farmers" is on an important agenda. Solving rural issues is the top priority of government work in recent years.China is a populous country. To maintain social stability and sustain economic development, agriculture must have a high output level. But it is not enough only by market means, and therefore agricultural subsidies also have a very important role. No matter home still is abroad, agricultural subsidies are not only the most important for the government, and are the most commonly used tool, but also the most flexible, the most direct and most effective to support the protection of their agricultural means.Based on study of relevant authority and peasant families in Shandong Province, Weifang Binhai Economic Development Zone, the article reveals that there is a sharply increase in agriculture subsidies in the last 5 years. There are increases in comprehensive agricultural subsidies, agriculture supplies subsidies, and subsidies for seeds, and the various payments make agriculture subsidies works. It is positive because it could improve peasants'positivity and peasant income. Nevertheless, there alse be disadvantages in agriculture subsidies in the Economic Development Zone:complexity of payment, peasants not know enough about the policies, poor investment atmosphere, and limitation to agriculture subsidies scale, etc.In the light of these problems, the article puts forward a series of solutions:Found agricultural subsidies rules and regulations systems, and mak policies more continuous; standardlize the form of agriculture subsidies payment, to reduce the policy execution cost; strengthen agriculture subsidies information broadcasting, to make broader peasants know more about agricultural subsidy policy; complete agricultural insurance subsidies, to improve investors enthusiasm; increase agricultural subsidies strength; adjust the structure of agriculture subsidies, to make it more adapt to the development in the future; and improve the degree of organization of peasants.
