With the global warming, the development of low-carbon economy has become a worldwide concern of academics and government departments. In future, it is still the main objective of China to reduce poverty, develop economy and improve the living standards of all Chinese. Therefore, it is the prerequisite of low-carbon economic development of China that maintains a certain economic growth rate and meets basic human development need.The economic development zone is an important vector of Chinese economic development. At present, there are more than 4,000 kinds of development zones in China, but most of them are extensive economic development zones and hi-tech development zones, the contradiction among rapid economic growth, resource conservation and ecological environmental protection are increasingly prominent. After the 15th contracting parties conference in 2009 Copenhagen, the United Nations Framework Convention on Climate Change (UNFCCC), China government decided to cut CO2 emissions by 40%-50% of the unit of GDP in 2020 in contrast to 2005. As a large country of population and energy consumption, we will face increasingly difficult situation, and the economic development is facing new challenges.This thesis takes Weifang Binhai Economic and Technological Development Zone (shortened as Binhai Development Zone) as an example to analyze the urgency of low-carbon economy from three aspects, including pressure of greenhouse gas emission reduction, energy security and resource environment. Based on the domestic and overseas low-carbon economy theories and practices, we fully investigated the economic, social and environmental conditions of Binhai Development Zone, and then analyzed the necessity, feasibility and constraint factors in the construction low-carbon economic zones. Basing on the previous work, the SWOT analysis diagram is structured, and an overall space building proposal named "one city, four parks" is proposed. At last, some detailed proposals, which involves industry development, population construction, infrastructure proposal, green construction, transportation construction and energy usage, as well as the safeguard measures to build low-carbon economic zone are discussed. The subject investigated of this thesis is the industrial park which is in the period of planning and construction as well as the structural adjustment. With strong points, the research process is based on a large number of low-carbon theories, and borrows ideas from the SWOT analysis, hence it has particular reference and guiding significance for the construction of domestic low-carbon economy zones.
