Agricultural Subsidy Policy And Its Effect On The High Tech Zone Of Changsha City Research

China is a populous country, the development of agriculture has a direct impact on social stability and economic development. The development of agriculture should not only rely on the means of marketing, but also must carry out the national macro regulation and control through the agricultural subsidy policy to promote the healthy and stable development of agriculture. Agricultural subsidy policy at home and abroad has become the national macroeconomic regulation and control is an important way and putting it to good effect on promoting the agricultural production, but in actual policy implementation and operation still exist some problems in need of further optimization.Based on the current situation of agricultural subsidy in China, analysis of policy changes in China’s agricultural subsidies and the implementation effect, and the agricultural subsidy policy and the effect of Changsha high tech Zone as the research object, take the form of questionnaires and interviews based on first investigation, and analyzes the changes through the high tech Zone of 2011 to 2015 of agricultural subsidies the relevant data, fully reflect the agricultural subsidy policy implementation, the effect of high tech Zone: high tech Zone Agricultural Subsidies in the overall upward trend, the implementation of agricultural subsidies policies, well promote the development of high-tech zones, agriculture and increasing farmer’s income, has played a positive role in promoting the good overall economic development high tech zone. However, the high-tech zones in the agricultural subsidy policy still has some shortcomings, mainly reflected in the following aspects: the agricultural subsidy policy is not perfect, the goal of agricultural subsidies is not clear, reasonable structure of agricultural subsidies. At the same time, the high tech Zone in the implementation of agricultural subsidy policy problems: cumbersome procedures, subsidies awareness is not high, poor effect of subsidies, illegal phenomenon still exists. In view of the above problems, this paper puts forward the following two aspects. One is to optimize the policy of agricultural subsidies in the high tech Zone: improve the agricultural subsidy policy, clear the target of subsidies, optimize the structure of subsidies. Two is to optimize the implementation of agricultural subsidy policy in the high tech Zone: the optimization of the subsidy program, increase subsidies publicity efforts to improve the effect of subsidies, strict supervision and control.
