Along with the economic globalization, the development of information technology, and the constant innovation of theory and practice to human resource management, the method of performance management has also undergone a profound change. Whether succeeded or not, the human resource management of an organization is directly related to performance management. The reform of performance management for institutional organization is highly significant for arousing the enthusiasm of personnel, improving the ability of personnel management, driving the development of social service, and promoting the commonweal service. In recent years, Key Performance Indicator (KPI), which is more advanced for evaluation, has drawn great attention by enterprises and institutions both at home and abroad. The research subject of this paper, that is performance management system oriented by strategy and using KPI as the core evaluation method, is obtained by combining KPI with strategic management. Furthermore, the actual performance management of China Patent Information Center (CPIC) is taken into account during the research. Starting with analyzing the problem of existing performance management of CPIC, three crucial parts, that is the supporting system, the index system and the operation system, are designed, and then the research of the strategic performance management system for personnel is finished, and finally, the methods for improving the system are originally introduced. The strategic performance management system established in this paper has been operated practically by CPIC. It is a reference for the related institutional organization. The research has strong theoretical and practical significance with highly operability.
