Along with the China's rapid economic development and the improvement of people's overall living standard, household appliances has become an indispensable part of life, and with the more quickly acceleration of home appliance renewal, the number of waste electrical and electronic products increased year by year in China. Waste electrical and electronic products contain large quantities of harmful substances, also rich in resources, if not handled properly will cause environmental pollution and waste of resources, or even harmful to human health. So the recycling has become a national academic research focus.This article mainly from the consumer's point of view, using system dynamics method, established the system dynamics model, study how to motivate consumers to trade-in the home appliance, and make corresponding policy analysis. The main research content and innovative point of research are as follows:First, describes and analyzes the waste electronic products recovery situation and legislation of the EU, Japan, Sweden and the United States, then summarizes China electronics recycling waste in the present situation and the insufficiency, and puts forward related suggestions. Secondly, explain the policy of the home appliance "trade-in" of our country. Lists the achievements and some of these defects, and puts forward related suggestions. At last, from the angle of system dynamics, with the help of Vensim DSS software, take television for example, to build a causal loop diagrams, and in Qingdao city established a system dynamics stock flow diagram of Stimulating residents join in home appliance "trade-in", and put forward the policy suggestions by simulation.
