As the scattered distributions and growing number of waste household electronic appliances are, it’s complicated to recycle all the waste household electronic appliances. This complication is still a great challenge for electronic waste industry in China.In order to solve the problem of low recycling rate, recycle link is viewed as one part of the whole reverse logistic chain and the root cause of low recycling rate has been founded.The logic way from the total to the point is adopted in this paper. Viewing from macroscopic scan of overall chain to the microscopic part of relevant corporations and individuals, influence factors of household electronic appliance recycling are searched. The microscopic part includes individuals of consumers and corporations on electronic waste recycling, dismantling and further processing. According to analysis on functions of these interest subjects and mechanism of coordination and incentive, a win-win goal will be reached after corresponding measures theoretically.In the aspect of consumers’willingness of participation, an empirical model is used to test the mathematical model of the consumer surplus.473 questionnaires are issued and the results tested.In the aspect of corporations, recycling corporation which covers the business of recycling, dismantling and further processing is selected as key object to lead prosperity of waste electronic market. Mathematical analysis, cost-benefit analysis and equilibrium analysis are adopted in this part. Based on the conclusions above, with functions of macro-control, and by means of equilibriums method, different policies influences are analyzed in "recycling price--service time curve".Conclusions show that the element of consumer surplus, income and information all exert positive effect on consumers’ willingness, which finally certificated the conclusion of new affective elements of former mathematical model; that the method of raising benefit of further processing, subsidy advanced and decreasing of recycling cost can contribute to reach to the proper electronic appliance quantity of enterprise sustainable management, and that whatever the old electronic appliance recovered can be well sold or not, it affects nothing on the quantity; and that information and cooperation platform, fiscal support and publicity are necessary and effective measures to improve the recycling rate of waste electronic appliance.There could be three innovation points:consumer surplus is studied as a factor that influences consumer willingness to participate in the waste electronic appliance recycling; build "recycling price-service time" curve to analyze the macro-control influence.
