The development of science and technology and the upgrade of consumers' demand led to a great deal of scrapping of electrical and electronic products.The ensuing problems of electronic waste recycling are also becoming more and more important.Due to the chase of interests,a large number of informal distribution channels has emerged in China,mainly in the form of decentralized small-scale traders,residents lack environmental awareness and market characteristics such as the small coverage provide the soil for development of informal recycling networks.A large number of electronic Waste through informal small recycling traders into the small disposal workshops,which take the brutal dismantling,burial incineration and other improper measures.Formal recovery and disposal channels are far behind recovery prices and decentralized coverage in terms of informal recovery of small traders,difficulty in guaranteeing the sources of e-waste from formal recycling businesses,difficulty in business survival and lack of utilization.How to regulate e-waste recovery channels urgently solve.Since 2012,China formally implemented the fund system.In 2016,the government adjusted the fund subsidy standards for various products,showing only the effect of one year's implementation.In the long run,the standard of fund subsidy is reasonable.For the purpose of reducing government expenditures and reducing the dependence of formal enterprises on fund subsidies,the simulated fund subsidy standards are reduced dynamically and combined with other strategies to observe whether formal recovery is affected.First of all,based on literature review and field investigation of the current status of domestic and international electronic waste disposal channels,this paper considers the key factors influencing their behavioral preferences of all stakeholders in the recycling channel,clarifies the purpose,assumption and definition of the model according to the system dynamics theory The system boundary was established,and a system dynamics model including government,processors,formal recycling enterprises,guerrillas with informal recovery and residents as the participants was constructed.In this paper,air conditioners are selected as the research object.The initial value is set based on 2000,and the actual statistical data are used to verify the rationality and effectiveness of the model.After that,scenario design and policy analysis are carried out.Relevant data from China Statistical Yearbook,industry online network,government departments released data and related literature.Second,predict the impact of the subsidized fund subsidy on the e-waste recycling channels and the amount of formal treatment.Then,combining the dynamic adjustment of the fund subsidy with other factors adjustment and the design scenarios,taking the recovery rate of the regular and informal recycling channels and the formal treatment quantity as the observation variables,observing the changes under different schemes.The simulation results show that: First,the subsidy standard is better than the original subsidy standard after adjustment,but the long-term growth is not obvious;secondly,to maintain the normal processing capacity may not be achieved only through the high-level fund subsidy.,By increasing government environmental protection publicity to cultivate the environmental awareness of the participants,promoting the formation of "informal recycling + formal treatment" through the integration of informal recycling channels,and by guiding and supporting the formal treatment of technological innovation in enterprises,it still can to a certain extent Increase the amount of formal recycling.
