| During the recent 100 or 200 years of human history, home-appliance has been the industrial product which changed the human-being most. Human's dependence on it has increased sharply. Accordingly, how to deal with the increasingly amount of Waste home-appliance ( WHA) with useful materials recycled and without environment polluted becomes an emergent task we faced.In December, 2003, the State Development and Reform Commission confirmed Zhejiang Province and Qingdao City as state Waste home-appliance recycle and disposal experimental units In February, 25th, 2009, The State Development and Reform Commission issued which is extremely meaningful to industries related to WHA recycle and reuse. Along with that, Legal Affairs Office of Zhejiang Province issued .All the measures and regulations will propell Zhejiang Province to grope for a successful mode to recycle and dispose WHA.Zhejiang Province is economically-developed where the amount of Waste home-appliance is quite large.In this paper, the methods including the the present situation survey, data analysis, public investigation, policy research, enterprise investigation, expert consulting and so on were used to carry out the research of this paper from the following aspects:1 Collecting the technology and policy data for Waste home-appliance recycle and reuse; establishing a data storehouse after classification, filtration and coordination.2 Mastering the basic situation of Waste home-appliance in Zhejiang Province by public investigation of Hangzhou; making public investigation in Qingdao to compare with the result of Hangzhou; pointing out the weakness during process of Waste home-appliance recycle and reuse in Zhejiang area; bringing up countermeasures to improve the situation.3 Investigating the recycle resource, ways and disassembling technology of many Waste home-appliance recycle enterprises in Zhejiang Province such as Hangzhou dazhou environmental protection company, Hangzhou dadi environmental protection company, Taizhou metal reuse industrial Park; giving suggestions on disassembling technology and industry standards combined with some successful foreign examples; bringing up countermeasures to build big-scale Waste home-appliance recycle base. 4 Investigating second-hand Waste home-appliance market and mastering Waste home-appliance flow in Zhejiang Province; giving some suggestions to establish second-hand Waste home-appliance market system and regulations.5 39 items of suggestions were given to the government for reference based on the present recycling and reuse situation of the home and aboard and the current status in Zhejiang Province. The suggestions include 6 aspects, such as the WHA recycling methods, making laws and policy, creating new regulations and systems for the government, improving the disassembling technology and building the recycling and disassembling base. |
