Haze weather covered most of China frequency in2013. The number of PM2.5is getting the peakconstantly, and the air quality is getting worse, respiratory disease getting more epidemic. According to thedata from Taobao in December2013, the online buyers have spent about870million Yuan on the smogmasks, air purifiers and other products which are used to against Haze weather in2013, there is a obviousgrowth on masks increasing by181%over2012. It is easy to see that all the Chinese are paying the bill forHaze weather which is caused by Industrial pollution. The extreme weather with high frequency makepeople more concerned about the impact of economic development on the environment,eagerly to changethe traditional mode of economic development,developing "Low Carbon Economy "with the feature of "Low consumption, Low pollution, High efficiency".Entering the21st century, more and more countries begin to pay close attention to the development of"Low Carbon Economy", Now "LCE" is considered to be "a new round of industrial revolution", whichcountry is the first to develop "LCE", which country will gain the initiative about "a new round of industrialrevolution" in the future. At present our country is in the "three" critical period of rapid development, theindustrial structure is still given priority to with industry dominated the second industry, the industry is alarge energy consumption, low efficiency of energy structure in the short term will not have a significantchange. In this context, Henan has a big population, the emerging industry in China as well as thetraditional agricultural province, Henan play a important role in construction. But along with the rapiddevelopment of industrialization, urbanization and modernization, Henan was also faced with a severechallenges, the industrial structure of "two, three, one" can not meet the need of long-term development. Atthe same time, the energy resources supply long-term imbalances, diversion or imported energy is neededto meet the demand of their production and living normal, low energy efficiency, waste of resources isserious, which directly affects and restricts the development of economic life in our province for a longtime. The above analysis has made our province to realize the sustainable development of economy,resources and environment.The paper uses a combination of theory and empirical methods, the province’s economic development, and energy production and consumption were gray relational empirical analysis, we found the problemsand draw appropriate conclusions, the necessity of low-carbon industrial structure adjustment provinceexplanation as well as problems in the adjustment process, the final list the example of "LCE" developmentat home and abroad, to provide policy recommendations for the province to a low-carbon adjustment.Specifically, the paper describes the research background and significance, and through the direction of therelevant literature review of this study, indicating that innovation research and research value. Firstly, adjustthe relevant theory and the generation about the sort of the energy structure and the industrial structure athome and abroad, the results showed that "LCE" was defined in order to deal with the climate crisis, tostimulate economic development and proposed a kinds of means, but experienced the Copenhagen climateConference and the global financial crisis,"LCE" has a rapid development and the formation of a newmodel of economic development, to become a new economic growth hotspot.Secondly, To sort throughthe analysis of industry structure and energy structure in Henan Province,it found three industriesconstituted unreasonable, energy gap, the demand for non-renewable energy in coal is high, the relationshipbetween industrial structure and energy structure is unreasonable.Using gray relational analysis, found thatamong industrial restructuring in close contact with the energy consumption needed by adjusting theindustrial structure to achieve a low-carbon economic development. Thirdly, the problems that exist in theindustrial structure of Henan Province were analyzed and summarized. Finally, the development oflow-carbon economy at home and abroad to learn the experiences and lessons, combined with the actualsituation of the province itself, tailored to suit their own low-carbon adjust the direction and policies.In China, the "LCE "theory is also be suspected gradually. In order to develop the province’s economyand the long-term emission reduction targets that we promised in "12th Five-year plan" period, the theorymainly includes the following aspects:Firstly, the paper take Henan as the research object, it’s more specific and clear. Combined withenergy supply and demand situation in our province and industry structure for a more systematic analysisof comparative data sorting through charts, using theoretical analysis and empirical analysis knot, statisticalanalysis and comparative analysis proposed by combining the development of low-carbon economy isnecessary to carry out industrial restructuring.Secondly, the paper combines today’s hot spots in economic, it has a practical significance. It’s helpful to achieve the sustainable development of "LCE", and inject new impetus to the "Beautiful China" andCentral Plains Economic Regions’ construction.Thirdly, the paper on the research methods, use the literature search method, research material througha multi-channel search, full use of the school library’s database to collect literature.Finally, through the use of gray correlation analysis, analyzing correlation between industrial structureand energy consumption, indicating that industrial restructuring impact on energy consumption, alsoproviding a more solid foundation for article research.
