Research On The Establishment Of The Whole Process Fiscal Management System For The State Grid's Infrastructure Projects In Gan Su Province

The full-process fiscal management of infrastructure project refers to the application of fiscal management in project life cycle management of project planning, scientific and research as well as investment management, preliminary design, bidding, project conduction, completion check, completion accounts,actual budge and after-project appraisal, just name a few. The full-process fiscal management of infrastructure is characterized by intervention from the origin of project construction and full-process participation. It can reduce project cost and investment risk efficiently by enhancing project budget, improving project structure and compressing scale of financing. The full-process fiscal management of infrastructure originated in the 1970s, it was first applied by America in military field by resorting to advanced information measures, which efficiently decreased project-building cost and gave full play to the role of fiscal management of infrastructure project. With further development of theories and practices of engineering project management, the full-process management in the center of employer has become the mainstream of current engineering project management. Facing the increasingly ferocious market competition, the disadvantages of traditional enterprises have become more conspicuous in management system, functioning patterns and supervisory measures, just name a few. The management notion of enterprises' infrastructure, the management patterns and measures are facing severe challenges, which requires our national enterprises including enterprises of electricity industry should continue systematic discussion and comprehensive research in their own development, to further perfect theories as well as summarize ways in practices.As a full-subsidized subsidiary of State Grid Corporation of China, State Grid of Gan Su province mainly engages in the grid of Gan Su province and makes electricity selling its primary business. State Grid of Gan Su province is located in the center of the Northwestern State Grid and is an important component of it as well as the center of electronic transportation and exchange in Northwestern areas. Recently, The investment scale of infrastructure project of the State Grid of Gan Su province has been expanding yearly. The task of grid construction is arduous, it has become a major concern of current work of infrastructure fiscal management as how to maximize the investment effects of grid and better serve the civil economic and social development. Carrying out the research of full-process fiscal management system is of great significance for incorporating the demands of companies' fiscal intensive management, for strengthening the innovative and service capabilities of fiscal work as well as for performing the function of fiscal cost-control and risk-prevention. This article elaborates the developing history of enterprises' fiscal management patterns through analyzing the necessities of building the full-process management system of companies' infrastructure. It also analyses existential problems in the current fiscal management activities of the state grid of Gan Su province and comes up with several proposals as to build a proper pattern for the infrastructure full-process fiscal management of the state grid of Gan Su province.
