Research On The Project Management Mode Of "Agent Construction System" In Shanghai Health Infrastructure

Agent construction system originated from the American construction project management system(CM system), after being introduced to China, the agent construction system has been modified to make it suit Chinese national conditions. However, due to many reasons, agent construction system in China is still in the development stage. With the development of the country and the construction of cities, the State Council in 2004 made it clear that ‘agent construction system’ project management should be used for the government investment projects. Thus, in order to respond to the call, the city public welfare construction projects including medical and healthbegan to implement the "agent construction system" management mode.Shanghai Kang health infrastructure Management Company is specialized in the construction of the Shanghai municipal hospital for the construction of the building management agency. Through over ten years of work, it has been discovered that the key point to agent construction system management of public health infrastructure development center is to improve the management system.This paper focuses on the management mode of the existing agent construction system for health infrastructure. Firstly, author put forward the improvement of traditional financial management mode, and the "whole process" financial management system in Shanghai health infrastructure. Effective pre-, intra- and postprocess supervision and financial measures should be utilized to control the quality, progress and over budget. Secondly, Combined with the“ Internet +” action plan, to find the effective information management method suitable for hospital project。Trying to use the network platform, relying on the network to expand the information coverage among staff, transfer the traditional project information management-paper management into the traditional and network coexistence information management, which benefit long-term storage of information. Finally, this article suggest that post project evaluation method to be applied to the health infrastructure projects, the use of fuzzy comprehensive evaluation method to evaluate the effect of the project constructed under the "agent construction system" project management mode in Shanghai. This will provide direct and abundant references for the development of similar projects in future.Through practical projects, the method to improve the management efficiency of agent construction system has been sought to improve the management level, reduce the cost of construction, improve the achieve higher central or local financial funds utilization efficiency.
