| The WTO entry brings not only great opportunity for Chinese agriculture to compete in the international market, but also strong impact for domestic agricultural development and the circulation of agri-products. With the establishment and consummation of the socialist market economy, the agriculture and the rural economy of our country enter into a new historical stage, which sets the new requirements for agricultural sci-tech promotion system.. With the development of socialist market economy, the agro-sci-tech extension patterns unavoidably confronts many problems and need to be reformed and innovated to meet the needs of agricultural globalization and the requirements of the new stage. Since the beginning of reform, our country has taken measures to reform the agri-extension system, the old government-centered extension system has been changed a lot, and the market mechanism has been strengthened in agricultural extension. These all have greatly improved intensivism in agricultural extension and promoted agricultural sci-tech development. Nevertheless, a brand-new extension system in agricultural sci-tech extension is still not completely established and there are still many problems with the reformation. Agricultural universities, as important sources for agricultural sci-tech innovation, do not give a full play of its power and chuck away its resources in sci-tech extension.Aiming at finding out theoretical guidance and practical solutions, this study has been conducted to analyze the current status and existing problems of agricultural sci-tech extension patterns in our country by using empirical and criterion analysis, micro and macro analysis, comparative studies and historical analysis, and tries to explore the trend of agricultural sci-tech extension development and reform in our country. This dissertation has expounded the advantages and impetus for universities to participate in agricultural extension, reviewed the developments of agricultural extension in universities, and also analyzed the typical patterns of agricultural extension in universities. Based on this, in accordance with the development trend of the reformation of agricultural sci-tech extension systems and the demands for agricultural sci-etch in our country, using the successful experience of western countries as reference, the university-based agricultural sci-tech extension patterns of US in particular, this study puts forward a new type of extension pattern that is university-based and practicable in our country. The basic principles, frameworks, types and platforms for the new pattern are discussed. The running mechanism and safeguarding measures for this new extension patterns are put forward as well. Chapter Two Basic Theories for Agricultural Sci-tech ExtensionIn this part, the paper mainly studies the connotations of agricultural extension and principles for agricultural innovation proliferation, transformation of agricultural sci-tech achievements, transformation of the conducts of farmers, the making-up of agricultural extension, and the leading patterns for agricultural extension. This part lays the theoretical foundation for this research..Chapter Three Status Quo and Development Trend of Agricultural Extension Systems in ChinaThe current system for agricultural extension in our country was strictly set up under planned economy and had made great contribution for the construction and development of New China. However, under the new circumstances of WTO entry and to establish socialist market economy, the extension systems exposed many drawbacks, featured in the following aspects: incomplete system, inflexible running mechanism, unstable staff for extension, insufficient funds, and loose connections among extension, research and education. Thus the system needs to be innovated. Using the successful experience in agricultural sci-tech extension of West countries for reference, the university-centered agricultural extension system of United States in particular, the article points out that, establishing university-centered agricultural extension system should be the starting point for the reformation and improvement of the governmental-centered agricultural extension system in our country.Chapter Four Feasibility for Establishing New University-based Agricultural Extension SystemChapter Four Experience and Inspirations from Successful Extension Models in Universities Agricultural universities in our country boast superiorities in sci-tech power, talents and information availability, with years of experiences in agricultural sci-tech extension. Agricultural universities, as an indispensable component for diversified extension systems, have made great contributions for agricultural development and social advancement and are an important power for the extension. There are lots of successful and characteristic cases of agricultural extension patterns in universities, such as the"Agro-experts Courtyard","Agro-information Consoling","Agro-compressive Development","Sci-tech Caravan". It would be of great referential significance to analyze these successful cases and to get enlightenment from the cases, thus to lay the foundation for the improvement and renovation of extension patterns in universities.Chapter Five Establishment of University-based Extension Patterns Based on analysis of the successful experience in US and using their cases as reference, a new type of agricultural extension pattern was put forward. With governmental support and promotion, the university-based extension system relies on the sci-tech power and advantages of university, rearranges its grass-root extension divisions and resources, develop composition of forces to promote agricultural sci-tech renovation and extension, thus to exert holistic function and achieve comprehensive benefit. The basic patterns for university-based extension patterns include those supported by governments, those driven by enterprises, association-based ones, and independent ones. The new extension pattern should be based on the trial and demonstration stations, making sci-tech demonstration as its core. The new pattern should also make information counseling and service network and the agricultural education and training systems its supportive framework, and develop into incubator for the transformation of sci-tech achievements, ultimately to provide technical , information and training services for sci-tech demonstrative households, leading enterprises, economic cooperative organizations and farmers as well.Chapter Six Operational Mechanisms and Guarantee Measures for University-based Agricultural Extension PatternsSix operation mechanisms are put forward to ensure the smooth implementation of the new extension pattern, mainly including the administrative mechanism, the co-working mechanism for the integration of government support and market control, normal running mechanism for project execution, fund-raising mechanism for university-based extension projects, mechanism for farmer participation, and the internal drive mechanism. The effective measures for the normal operation of the extension pattern include:strengthening legislation construction, enhancing the guiding function of governmental financial investment for agricultural sci-tech extension, intensifying the team construction for extension personnel, speeding up the construction of online information network , improving the cultural accomplishment of farmers to promote the efficiency of sci-tech application, accelerating the trails of new extension patterns.
