Schedule delay, poor quality, and budget overruns are common phenomenon in the construction process of transportation project. In specific words, to ensure the engineering quality often leads to budget overruns and project delay; Abide by the schedule generally means that set the quality requirements and cost accounting aside; whereas strict limitation of cost is often at the expense of the quality of the project and construction schedule. Although the project managers hold some effective management strategies and measures, the problems are still common and long-standing. The author thought the crux that caused the "project persistent ailment" lies in that in the transportation construction engineering process, project managers ignored the key factors about human resources or project participants. Paying less attention to or deliberately ignore human resources means the absent of the project participants, it will directly influence the achievement of project target and the completion of construction task.In fact, harmonious, plenteous and open human resources can build up a communication bridge among the three goals of quality, schedule and cost. Through the effective participation and scientific management, we can realize the benign interaction and coordinated development of the three goals. Therefore, In order to put transportation construction engineering project into operation successfully, we must take the factor of"human"on a crucial position, and examine again the position and function of human resources management in project management, and achieve the win-win state of schedule plan, cost budget and quality management with the optimum combination of human resources.This paper mainly focuses on the contractor of transportation construction engineering project; the research focuses on the problems of human resources management of contractor in the process of transportation construction engineering project. Through the investigation about the current situations of human resources management in transportation construction engineering project, the content of coordination and difficulties of practical operation, we can further clarify all parties'realities and interactive relationships which involved in the construction process, and strive to expand new ways and innovation models of human resources management in transportation construction engineering project, laying a good foundation for orderly forwarding and satisfactorily completing the whole project.According to branch directly under the project manager or personnel requirements planning, design, selection, training, configuration and evaluation of human resources positions, this is the construction side of the main elements of human resource management. In this process, the project manager plays a central role, not only to formulate a scientific and rational employment plans, the establishment of flexible and effective employment mechanism, but also timely to start a variety of human resource training, improvement project team incentives and culture. Construction of transportation construction projects with a side of the process of human resource management, elastic, dynamic, complex, scientific, adaptive features. With open systems theory perspective, the project manager can not be viewed in isolation of human resources management, human resource management should be the external environment combined with the project, the entire system from the environment to understand the project and its organizational behavior.At present, the transportation construction project implementation, project human resource management there are still many significant problems, such as: issue one, on the matter steward, ignore strategic planning; emphasis on control, contempt involved, inefficient management; personnel mix, not professional management is weak; strict, inadequate training, lack of incentives. To solve these problems, and further optimize and improve the project's basic human resource management strategy: First, based on market needs, update the transportation construction projects the concept of human resource management; Second, according to the actual project, improve the transportation construction projects, human resources management system; Third, for the construction schedule, construction traffic and improve the protection of human resource management projects; Fourth, focus on development trends, innovative transportation construction project human resources management model.
