In order to give a full play to the advantages of China's oil resource and sales networks, using Zhenjiang Yangzhong region logistics base as a hub, considering the local and the surrounding areas chemical business development demand for raw materials of existing facilities and ability, invested by PetroChina, while PetroChina Changjiang Centers Logistics Branch being responsible for the project construction, the Changjiang Centers Project is executed jointly. The project implementation and operation are aimed at highlighting the outstanding chemical distribution base construction, improving market share, improving the quality of development and promoting the enterprise and the region to a win-win situation in harmony.According to owner needs, considering the requirements of the relevant standards by the local government and the relevant departments, the overall goals for the project management for the Changjiang Centers project determined by MX company is to realize high standards, high standard, high speed , by the application of the domestic advanced technology, strict execution of design specifications, technical standards, making the project investment control within the budget officially approved, building the Changjiang centers project a quality, safety, sunshine and green project, of sciencific management, good environment, certain economic benefits and strong market competitiveness.First of all, for the execution plan, owner's project department adopts project manager responsibility system to perform the functions of project management. under the guidance of the management system documents, relying on PMC, to be responsible for the project planning, organization, coordination and implementation, while supervising the PMC's work. PMC project department uses matrix organization, which consists of management departments and project functional teams. The departments or teams practises inverted and flattened management pyramid , level management, single-face responsibility system, not only to authorize the right, but also define responsibility so as to reduce crossover work interface and improve the work efficiency.Secondly, for the procurement management, procurement management plan of MX company Changjiang Centers project mainly involves the overall strategy of procurement management, based on which, coordination and management plan are prepared for procurement and material management activities by the project EPC/EP/C contractors to ensure that equipment and material quality, quantity and timely delivery. Simultaneously, working procedures of EPC/EP/C contractors are normalized, to make sure the work according to the schedule of project, standard and quality standards for a successful project. Besides the goals above mentioned, the project cost is reduced in line with the project targets, in order to minimize the project cost and maximize the business benefit, including maximizing the local procurement.Thirdly, for the cost management, the Changjiang centers project management model being owner + PMC + EPC, with the overall project supervision and control of the owner project management department and PMC assistance, through the project budget decomposition, within budgets of all categories, managements are centralized, and responsibilities for all layers are defined to make sure the budgets are within estimates, settlement within budget.Fourthly, for schedule management, level-wise management and dynamic control strategy and "3-level look-ahead, 4-level control"are applied for this project.. In the project of for different phases and stages of the project, level 1, 2, 3, 4 schedules are prepared, and regularly monitored and updated to guarantee the project plan carried out layer upon layer, and monitored all the time to ensure the final completion time. Meanwhile, Changjiang logistics department, PMC department, consulting contractor and EPC contractor exercise management at 4 levels. different parties monitor and implement respectively different levels of plans, to ensure project plan at all levels are monitored and implemented.Fifthly, for quality management, according to the Changjiang Centers project quality management objectives established and the principle of quality management to be complied with, during the project definition phase, the Changjiang Centers project quality management should include: to prepare the project quality plan, establish the project quality control system, develop and improve quality management procedures, develop and perfect all kinds of construction quality control procedures, develop and perfect SQS procedures, participate in tender and bid activities, help evaluate the ability of the contractor/supplier and quality audit. In the project execution phase, the Changjiang Centers project quality management shall include: to audit the quality assurance system for the contractor, toaudit quality assurance system for the supplier, internal quality system audit, to guide and supervise the various projects department quality control work, to develop, improve and maintain quality control system of the operation, to help evaluate contractor/supplier capacity and organize the treatment of major quality accident.Finally, for communication and coordination management, the Changjiang Centers project communication and coordination management should include four aspects: 1. longitudinal coordination among the internal decision-making, management and implementation levels, and transverse coordination between all levels and public information sharing. 2. communication among related units in the same industry for professional communication, personnel introduction, experts hiring, technical training and related business. 3. communication among general design institute, subcontracting design institute, construction contractor, subcontractors, consulting contractor, suppliers, licensor for technical exchanges, market access, bidding, contract negotiation, contract signing and business cohesion, supervising contract performance and related business. 4. asking for instructions, reporting and communication to the headquarters for important matters such as project planning, approval, investment, funding, design and construction, etc..
