Under the background of the "new normal" of the economic development, innovation base has an important basic support for the implementation of innovation driven development strategy in china. To strengthen the optimization of the scientific and technological resource and the transformation of technological achievement is the fundamental way and the effective means to improve the construction of innovation base in our country and enhance the core competitiveness of science and technology. At present, the utilization rate of the scientific and technological resources in China is low, and the research and development system of the scientific and technological achievements has defects, and the independent innovation ability is not strong, and the transformation efficiency of technological achievements is not high. They are all the bottleneck of the improvement of technological innovation ability in our country. The improvement of technological innovation ability, on the one hand, depends on the basic supporting role of the existing innovation base. On the other hand, it also puts forward higher requirements for the optimization of innovation base, that is, the construction and improvement of innovation base should focus on how to enhance technological innovation capability and competitiveness. However, at present, the literature of the research on the relationship between technological resources allocation and technological innovation capability is based on the traditional macro level and theoretical level, but it has not formed a complete theoretical system. There are few empirical studies on this aspect at home and abroad, especially the empirical analysis which is based on the important scientific and technological innovation carrier for the object is not yet. At the same time, although the researches of domestic and foreign scholars on the role of government and market in the allocation of scientific and technological resources and technological innovation are not so much, most of them are still in the guidance of the spirit of national policy. It conducts deep researches on the way of the influences of government and market on the allocation of scientific and technological resources and the role of it in the process of scientific and technological resources allocation and the improvement of the ability of technological innovation from the theoretical and empirical perspectives.Based on this, this paper is based on the strategic management, economics and public management science on the scientific and technological resources allocation and technological innovation which has been studied, and make the innovation base as the main research object, elaborated the core issue of the way of the scientific and technological resources allocation to improve the technological innovation ability. Specifically, this study proposes a direct impact model and an indirect impact model of the technological innovation capability of the innovation base on the science and technology resource allocation. It deeply analyzes the mechanism and process of the technological innovation capability from the aspect of dynamic ability. And it deeply analyzes the intermediary effect of the scientific and technological achievements of innovation base in the impact of technological innovation and technological innovation capability, as well as the different role played by the government market in these processes. This paper mainly carried out the relevant research work in the following aspects. Firstly, the theoretical development and literature review. We will find the defects and inspiration of the researches through the research on resource based theory, dynamic capability theory, government failure theory, market failure theory and domestic and foreign literature research and form the framework of the theory research and demonstration base. Secondly, this paper introduces the present situation of China’s innovation base construction, and expounds the its main carrier and its construction effect, and selects the typical case of national engineering technology research to carry out the exploration and analysis, which lays a foundation for the construction of the model and the empirical analysis. Based on the process, this paper puts forward the direct influence model and indirect influence model of scientific and technological resources allocation to technological innovation ability, and explains the explanatory variables, explained variables, the mediator variables and the adjustment variables in the model. Thirdly, based on the direct impact model of scientific and technological resources allocation, this study puts forward the inherent mechanism of the scientific and technological resources allocation to promote technological innovation capability, and discusses the adjustment of the relationship between the government and the market to technological innovation capability and makes the empirical validation. Fourthly, it studies the scientific and technological achievements transformation in the innovation base of scientific and technological resources allocation to the impact of technological innovation capability, and the key elements of the transformation of scientific and technological achievements, and verifies it through empirical analysis. It further analyzes the adjustment to the technological innovation ability in the process of the technology transfer between the government and the market and the transformation of scientific and technological achievements, and verifies it and draws the conclusion through the empirical test.
