Research On Supplier Selection Of Petroleum Enterprises Based On Risk Management

Along with the growth of quantity and variety in raw materials and equipments which are required in petroleum production, supplier selection becomes more and more important. There are great differences in product quality, supply capacity, corporate culture and strategic goals between supplies, which lead to increase new problems in cooperative process of enterprises and suppliers. There are many risks in the cooperative process of suppliers and enterprises, since the uncertain factors in market conditions and economic environment. Supplier risks of petroleum enterprises are elusive under certain conditions, and it has important significance that petroleum enterprises focus on the risk characteristics of different stages, correctly choose of suppliers to avoid risks, improve capacity of resistance risk, reduce operating costs and improve competitiveness capacity.The current situations of supplier selection and risk management are summarized, aiming at the purchasing characters of petroleum enterprises, which include varieties, high safety, consecutive supply, clean production, classification has been done and the main question which includes lagging concept of supplier selection, different selection criteria and poor coordination in control process are defined. Based on main principle of risk identification and characteristic of supply in petrochemical enterprise, risk contents of before, middle and after the event stage are analyzed, and index system of before, middle and after the event stage are established, the purpose of before-the-event index system is avoiding risk which occurred in signing contract, the purpose of middle-the-event supplier is avoiding risk which happened in contract management, and the purpose of after-the-event is evaluating the rationality in the course of choice that improved the efficiency between petrochemical enterprise and supplier. Based on comparison of evaluation methodology, evaluations which include before-the- event, middle-the-event stage have been done; according to the feature of petroleum enterprise strategies of different stages to prevent supplier risk are presented.
