With the development of the reform, China's construction market has become open increasingly, which attracts the entry of lots of foreign projects companies and makes the project supervising enterprises face a double threat of personnel and market. In this grim situation, the construction supervising enterprises should be in line with international norms, expend the supervising business, and transform them to project management companies. This will not only enhance their own competitive platform, but also enable enterprises to move towards higher levels of overall strength, which is the direction of supervision enterprises in the future.Comprehensive evaluation of multiple factors in the decision-making process is a problem with a universal significance. Evaluation is to make decision, and decision-making needs to be evaluated. In a sense, there is no decision without evaluation, and comprehensive evaluation is the premise of scientific decision-making, is a scientific basis for decision-making work. Results of the evaluation are usually a corporate sort. Therefore, comprehensive evaluation method gives all the objects in the evaluation a certain evaluation value, then according to the size of the evaluation values, sort or select one of the best.This dissertation aims at some problems of China's supervising enterprises in project management, comprehensively analyzes the gap compared with the foreign project management companies and finds the comparative advantages. On this basis, the core capacity building of project supervising enterprises is expatiated according to the core competence theory. The necessity, urgency and feasibility of transformation from construction supervising enterprises to project management companies are expounded and proved. The capacity evaluation model is established by using the grey relevancy degree based on DEA. Finally, the empirical study shows that the model is valid for the capacity evaluation, which provides the theory and decision-making basis for the companies'effective changes.
