Research On The Entire Process Management Of Cadre Allocation Under Shougang Relocation Project

With the rapid emergence of knowledge economy and fast development of global economy, talents as a carrier for knowledge and technology have increasingly become the core strength of an enterprise's development. Cadres are the backbone of enterprise personnel, the level of their quality as well as whether their ability can be fully displayed has a direct impact on the enterprise's production, operation, reform and development, which requires personnel departments must to do a good job in cadre selection, training and use, that is, to achieve optimal distribution of cadres.In order to be subordinated to and serve the Beijing 2008 Olympic Games and the overall situation of economic and social development of the capital, in accordance with the spirit of the State Council approved, the Shougang must be relocated with some adjustments. Before the end of the year 2010, Shougang Steel system involved had been moved out of Beijing, at the same time a new modernized steel plant was built in Hebei Province. In addition, through the transformation of the old factory building of Beijing, industrial exhibition garden, cultural and creative industry park were built, developing the advantages of non-steel industry. Relocation of Shougang Group is a major project, including new base building, the old factory production ending, the old factory land development, structural adjustment and resettlement of redundant personnel and cadres, such as several sub-configurations.Cadres'allocation under the relocation of Shougang project will be researched in this paper, based on the theory of project management and allocation of cadres. First, through the systematic analysis of the cadre personnel of Shougang, fully aware of the requirement for relocation of Shougang cadres, I propose the necessity and feasibility of relocating Shougang; next, by creating the plan of the cadres'relocation of Shougang project, with a clear project scope, I develop project progress plans, human resource plans, cost plans and risk plans; and then the implement according to the plan. Besides, the project progress, quality and cost will be effectively controlled. Finally, a study conclusion will be drawn and expectation of the future will be made, too.
