China Post started the international and domestic express delivery service in 1980 and 1984.At that time, the market share of China Post Express was more than 99%.In 1990s, with rapid development of foreign investment and foreign trade, the international express delivery companies set up the branches in China, and carried on much business rapidly.In order to restore market, China Post Group (formerly the State Post Bureau), led by the State Council, and carried out a series of express logistics reform, in order to arouse vitality. In January 2009, all levels of the Service express delivery companies implemented integrative management, personnel, finance, and asset management relatively independent. In June 2010, China post EMS finished share-holding system reform, and operate independently under the leadership of the China Post Group。Following the Service concept of full speed, global follows one principle" and the principle of "The quality of both, the priority to efficiency", The company integrated product structure, strengthen the network construction, improve the service level of time, and has achieved its goal of steady growth.however, express market competition is getting intense, the market share of China post EMS is still not enhanced significantly.This paper takes the reform and development of Shandong Province Postal Service Express Delivery as the main line, based on current reform, enterprise external competition to research the internal core competition ability of the company. Based on collected Profession relevant data and various internal relevant data, the paper uses qualitative and quantitative research methods, and use PEST research tool to research the core competence and cultivation approach of Shandong Province Postal Service Express Delivery. Analysis shows that, the share-holding system reform is not thorough. The external environment of competition is getting intense, the product structure, the structure of human resources, corporate governance structure need to be optimized further.Based on comprehensive study of postal history, express customers reflect and other express companies, the article puts forward, Shandong post EMS must create core competence ability, to improve the level of profit, enhance market share. The article puts forward the core competence ability of Shandong post EMS is that the long history and customers'reliable brand, the wide and rigid network, unique postal agency resources.The paper suggests that through breeding the core competence ability, improving the organizational structure, the company can effectively improve the development space to realize the maximization of shareholders' wealth. This paper brings up some suggestions to breed the core competence ability.
