The fundamental establishment of the integrated urban and rural economic and social development of institutional mechanisms in 2020 is the goal of the development plan on rural reform, a number of important issues put forwarded by CPC central committee and also the major task during China's modernization process. In recent years, Jiangsu Province has clearly put forward a series of economic and social integrated urban and rural development objectives and measures, and executed the pilot projects by "Three Concentration", "double replacement" and other forms of urban and rural work, reconfiguring urban and rural binary structure and has achieved good results. In this context, in 2008 Jiangsu Province started "boundless expanse of fertile land" construction as a pilot start, efforts has been made to break up the bottleneck of land resources, expand the space of development, achieve a win-win situation of protection of resources and security systems, promote the scale of agriculture operations to be gathered, and integrated urban and rural areas development. "Boundless expanse of fertile land" construction project makes the farmers move from city or town and away from their owned land by whole town transfer, so land contract and management right transfer and the land concentration will be inevitable, but as a most important means of production, land has something to do with pension, employment and other support functions, therefore the study and the implementation of the land system fit for local economic development will be the basic guarantees of successful promoting the "boundless expanse of fertile land" construction, and based on the surveys gained, it varies on Government's financial resources, land area, the dependence of farmers on land and social security and other aspects in different places, "boundless expanse of fertile land" project in jiangsu province has 2 major means, one is rural land reform pilot projects are in the government based on clear property rights driven system of rural land transfer, and the other is land contract and management rights in exchange for indemnification.Taking Zhenjiang New Area "boundless expanse of fertile land," the government-driven land transfer system project as a case, through case studies, qualitative and quantitative analysis, the land transfer system has become an important constraint for "boundless expanse of fertile land," based on status such as densely populated areas with limited land, unequalled land distribution and inadequate social security system. In the analysis of the current land transfer policy on the basis of defects and shortcomings, learning from the typical domestic model of land reform, three new land reform program for "the boundless expanse of fertile land" project in Zhenjiang New Area has been put forward, through comparative analysis, it goes like:following concept and principles that people accept, the Government can afford with sustainable development, and under the circumstances such as in the densely populated area with limited land, land inequality, inadequate social security, high relying on land by farmers, we should establish a system with land contract and management rights in exchange for fundamental living indemnification and land transfer system for farmers without land, which meets the requirements of urban and rural development, thoroughly and effectively solving the current land conflicts, and having successful references for other similar areas as the "boundless expanse of fertile land." Based on the above conclusions, it finally summaries, To execute "boundless expanse of fertile land" land reform projects, One is to follow the principle of local traditions; Second is active pilot step by step; Third is to give farmers the full right to choose; Fourth is to establish a supporting reform system, especially the household registration system reform and community-stock cooperative system reform.
