Industrialization and urbanization is the goal of economic and social development in any country and region, the external income of process should be widely shared in whole the society, at the same time China's industrialization and urbanization is not a gradual process of evolution. Generally the characteristics represent the government-dominant of extension expansion, resulting in revenue brought which by industrialization and urbanization were not shared in the whole of society. But the cost borne by a particular group made this segment of people on the margins of society becoming the vulnerable groups. For example, questions of land-losing farmer during the process of urbanization.this paper analyzed the root cause of land-losing farmer is not the accelerating process of urbanization, in the fact, the integrated rural land property rights made the peasants have not negotiation right during the process of rural land expropriation, and government monopoly on the power to requisition land and make the price, so the lower standard of compensation is the fundamental reason for the land-losing farmer disadvantaged. The paper based on the current land system, using the property rights theory to analyzed the root cause of land-losing farmer vulnerable and disadvantaged, explain the monopolistic behavior of government in the process of land expropriation and the compensation for lost land-losing farmer. Furthermore, drawing a conclusion at the last part of the paper that the government should based on the practical needs of land-losing farmer to make the compensation standards and use the "sustainable livelihoods" concept to offer the protection to them. One of the most important measures to reduce the risks of land-losing farmers be mentioned is to introduce the current life assurance, employment insurance, and future endowment into the social security system. On the basis of the rational demands, this paper proposes a social security polices arrangement which is both realistic and sustainable according to the priority order of social security demands and realizes a smoothly transition from the social security of land-losing farmer to that of citizens.After all designing the reasonable protection system for land-losing farmer in a long sustained and institutionalized protection is the government's primary responsibility. And the fulfillment of this responsibility should be clearly defined in the former government's behavior during the process of land expropriation and after to clearly defined the responsibility to establish the social security to land-losing farmer in a tolerable range.
