In this paper, the concept of value-added service operation mode for the service outsourcing industry park was proposed. The value-added service mainly exhibited in the following three aspects. First, the value-added service aiming at the customers should be completely promoted. Much attention should be paid to the growth and development of different customer groups with the aim to improve the business solution systems of the value-added service. Second, make the assets including tangible and in tangible of the Dalian software Park to be value-added. To establish and enhance the influence of the Dalian software Park on the service outsourcing industry chain in the process of customer service. Meanwhile, the intangible assets such as the brands of "Dalian Software Park", "government-sponsored, company-run" will be promoted and value-added. Nowadays, Dalian Software Park has been upgraded from the service outsourcing industry clusters to a comprehensive community integrated with work, education, housing and leisure. Third, the social and economic aspects will be value-added. The rapid development of the service outsourcing industry is not only the simple promotion of the technical ability and economic efficiency by itself, more importantly, it will make a simultaneous development of the related industries such as finance, convention, hotel, aviation, education, real estate et al.. Furthermore, it has played a positive role in the urban economic development, industrial restructuring and the urban brand aspects.Herein, the internal and external factors of our country's service outsourcing industry were analyzed with the aid of project management theory. The corresponding economic and technical indicators were demonstrated based on a large number of data. With the aim to be continuous improvement and innovation, the different period operation modes of Dalian Software Park were summarized and analyzed. In the meanwhile, comparison and learning from the experiences of the domestic and international service outsourcing industry parks was to seek the different points. The operation mode of the value-added service with five levels was proposed based on not only the local development but also the external markets.According to the idea of the value-added service operation mode and combining with the organization and management theories, the organization architecture of Dalian Software Park was rebuilt. The application prospect of the value-added service operation mode for the service outsourcing industry park was discussed. In addition, the improvements and solutions to the problems met in the practical application were also proposed.
