China has become the second largest ATM market in the world. At present, ATM isstill under rapid construction and development, and various commercial banks compete toseize the self-service channel and expand the scope of service by making use of the ATM.Due to uneven level of the bank institutions, various forms such as the independentfulfillment and third-party business outsourcing occur in the development of theself-service channel of ATM. The article researches the mode of outsourcing, analyzes theprocess optimization, and seeks for the best solution to realize the high-efficiency andlow-consumption ATM construction and operation from the aspect of the whole process ofATM construction and operation.Firstly, it displays the processes of the independent fulfillment of ATM self-serviceequipment business by means of description of original appearance. Various problems anddilemmas in the independent fulfillment by the bank severely impair the development ofthe self-service channel of ATM, so the article reaches a conclusion that the expectedobjective can only be realized with the help of the third-party professional companythrough the detailed analysis of disadvantages and development bottleneck, and putsforward the reasonable outsourcing mode of ATM construction and operation, namely, themode of outsourcing integrating the independent fulfillment of core risk points and theoutsourcing of standardized process.Secondly, it describes the whole process of the construction and operation of ATMself-service equipment by the outsourcing enterprise by taking the T Company for example,and analyzes the difference between professional outsourcing companies and banks indetail by means of comparison. It is concluded that the outsourcing of standardized processis completely better than the independent fulfillment by the bank, for instance, the processoutsourcing such as site selection, construction and operation service, etc. Meanwhile, thebank’s right of control over risk points such as the outlet confirmation, approval ofconstruction programs and daily supervision, etc is maintained. It is confirmed that thedevelopment mode integrating independent fulfillment and outsourcing can successfullyreach the high efficiency and low consumption of ATM construction and operation. Integrating several years’ working experience with the overall environment in theindustry, the author makes a deep research and analysis of the disadvantages of theoutsourcing mode, and comes up with detailed improvement suggestions from three aspects,namely, satisfying the market demand in the channel expansion, standardizing details in thecash operation and establishing emergency plan in the risk loophole, in order to perfect theoutsourcing mode, enhance the construction and operation efficiency of ATM self-serviceequipment and reduce the cost and risk. The article gradually establishes the optimalprogram for the outsourcing mode of ATM self-service equipment, provides reference andinspiration for the ATM outsourcing industry, helps the banking industry develop ATMself-service equipment business with a definite objective and realizes the original intentionto greatly develop ATM self-service equipment in the financial industry, during the overallresearch and analysis.
