The Study Of The Innovation Of Development Zone's Administractive System

China's opening up state-level development zone is not only a window, but also reform of the experimental field. From the date of its birth, the state-level development zones in the economic system and administrative system in a lot of useful and exploration, in reference to foreign management experience, based on taking a lot different from the planned economy approach , forming a zone with Chinese characteristics administrative system, it shows that state-level development zones in promoting reform in the specific function.Paper first reviews the state-level economic and technological development of China's History and institutional development context, and a brief overview of China's Development Zone management system with the formation of foreign background and comparison between the two. Then the status quo of China's development zone management system and analysis of major issues that the current situation, by the traditional administrative system of the interference and influence, especially in the economic and social development in the new environment, the state-level development zone management system and the mechanism is slightly conservative, did not achieve a breakthrough, there are still many shortcomings. In this paper, the administrative zone of China's reform and institutional innovation goals that reform should be towards the efficient, fair, democratic, people-oriented direction. Finally, the above point of view, design decisions, implementation and oversight of the administrative system of coordination mode, and that the model is to adapt the administrative system of national development zones designed for the needs of innovation is an ideal model.
