Research On Management System Problems Of Pizhou Economic Development Zone

It has been for 30 years that our country set up development zones. Since year of 1984 the development zone were set as the reform experimental field and opening leader, giving full play to the windows, demonstration, radiation, and leading role. Especially in the recent 10 years, the Development Zone temper endeavor, rapid development, has become an important economic growth point area. But with the development of economy, serious phenomenons such as regional adjustment expansion, number of staff expansion, and adjustment of the management system have appeared in part of the Development Zone. With the development and management of the Development Zone, problems such as vague status, the organization expansion, low administrative efficiency management system have been increasingly obvious, which has fettered the Development Zone to a certain extent. Therefore, it has important theoretical and realistic significance for the study of the management system of Development Zone. Approved by the provincial commission, Pizhou economic development zone was established in2006. After nearly 10 years of development it has made the development of achievement, and explored the management mode in line with the economic development. But in the aspect of management system there are issues of institutions expansion, inadequate of functions and undertaking and imperfect personnel system. In the face of the new requirements of economic and social development under the new situation, the problem of Economic Development Zone Management System of Pizhou it is worth in-depth study.This thesis studied by the literature research, comparative research, interviews and other methods, analyzing and investigating the present situation, problems and causes of the management system of development zone based on combing the course of development of Pizhou Economic Development Zone, at the same time, referring to the advanced experience of the management system of development zone at home and abroad. According to the function orientation of Pizhou Economic Development Zone. The thesis makes clear the innovative ideas of the management system of Development Zone, and more importance, to put forward some suggestions to improve the management system of Pizhou Economic Development ZoneThe research has showed that:(1) Pizhou Economic Development Zone has experienced four periods of Municipal Economic Development Zone, Provincial Development Zone-city agencies, Agencies and quasi government and Unity of districts and streets, Mainly on Districts.(2) The existing management system of Pizhou Economic Development Zone better promotes the economical development, which brings six effects: unity of districts and streets, separation of government from enterprises, complete social affairs functions and the municipal authorities function fully authorized in place, etc.(3) Seven problems remain such as organization setting expansion and legitimacy, fuzzy understanding the functions and lack of ability to undertake, imperfect supervision personnel and incentive system, etc. Three reasons are proposed for this phenomenon. Firstly, the laws of the state and provincial policies proposed deletion. Secondly, the rapid economic development in the management system of challenge. Thirdly, the unity of districts and streets may cause system regression. (4) For Pizhou Economic Development Zone, there are many inspirations of the advanced experience on the management system of development zone from home and abroad:the management system of Development Zone change with the time, the basic principles of the legal system in advance. When the development zone and subdistrict office work together, there’s need to prevent the management system of development zone become the same as the street office. Development Zone need to use legal means to clear the legal status.At the last of this thesis, seven observations are proposed according to parts of management organization, management functions and management system. These are: make clear the legal status of development zone management mechanism, establish coordinating the work of the organization and the reform of institution construction center, newly estabilish a group of institutions such as the wisdom group, formal institutions to merge the informal institutions, improve public sector service functions and the cultivation of social service organizations, make full use of the incentive system and the competition system, the reform of the personnel system, improving the performance appraisal system and supervision system. These observations, providing help and reference for high speed development outline of Pizhou Economic Development Zone, are promoted in order to improve the management system of Pizhou Economic Development Zone.
