Research On The International Competitiveness Of Rice Industry Of Liaoning Province

Liaoning Province is an important production base of commodity grain in China and also an important rice export province. Rice is the second largest grain crop in Liaoning Province, sown area of rice accounts for about 16% of the total sown area of grain,rice accounts for about 25% of total grain production. In 2007,the rice export of Liaoning Province is $ 26,320,000,which ranks the third one in China. In such a background, the study on the international competitiveness of Liaoning Province rice industry is particularly important.This article aims to clarify the international and domestic situation of Liaoning rice industry,analysis the Liaoning rice production, consumption and trade, study the situation and impact factors of international competitiveness through a comparative analysis with other countries, propose the policy recommendations for the development of Liaoning rice industry, provide strong theoretical support for enhancing the international competitiveness of Liaoning rice industry.ChapterⅠdescribes the background and significance of study on this subject,,and introduce the situation of domestic and foreign research. Establish the evaluation index system and the comprehensive evaluation model,of rice industry international competitiveness.Drawing on Michael ? Porter "Diamond Model", establish the integrated " result - reason" evaluation system,which contains 25 targets, evaluate the rice industry international competitiveness by the use of quantitative analysis.ChapterⅡdescribes the relevant theory of the international competitiveness, describes the meaning of international competitiveness and define the concept of international competitiveness of rice industry,introduce the core content of comparative advantage theory and competitive advantage theory, as well as theoretical basis for study on the international competitiveness of rice industry, the.ChapterⅢtoⅧ, by the use of comprehensive evaluation method, compared the selected countries in the top ten rice production (excluding China) in 2009 with the indicators of Liaoning Province rice industry .First, analyzes the Liaoning rice production, consumption and trade conditions in the chapterⅢ; from ChapterⅣtoⅦ,taking into account of the show competitiveness, products competitiveness, competitive factors, competitive environment and other aspects, evaluate the conditions of international competitiveness of Liaoning rice industry. Through the score and ranking in 25 evaluation (an index) of nine countries and the composite score and ranking, in the chapterⅧ,produces a comprehensive evaluation of the international competitiveness of the Liaoning rice industry.Finally, with the above findings, in the chapterⅨ,propose the policy recommendation for enhancing the international competitiveness of Liaoning rice ndustry.Firstly, strengthen the infrastructure construction in paddy fields; Secondly, promoting water-saving rice technologies; Thirdly,increasing research investment, promoting the rice technological innovation; Fourthly, establishing a new science and technology system, accelerating the northern hybrid rice breeding and application;Fifthly, make group of rice processing enterprises bigger and stronger, improving market competitiveness; Sixthly, establishing and improving the OECD of farmers, promoting the transfer of land and achieving large-scale rice production; Seventhly, promoting the industrialization process of rice industry; Eighthly, increasing the fiscal and financial support; Ninthly, strengthen policy guidance of the international rice trade.
